No, Phantom Army can't be affected by any buffs other than it's own enhancements.
The only way to get more damage from them is by debuffing the eminies resistance.

Just a question I would like answered before I finish my Ill/Therm troller. Does damage buff from set bonuses affect the damage output of Phantom Army? As well as assault? Some valid answer would be much appreciated. Thanks.
