Typically the way to make SR a power house is to reach the Defense soft cap of 45% to all positions. After that, to use an optimized attack chain can mean aiming for some recharge bonuses, and after that plus regen is always good to have. I'd never turn down plus damage but surviving is usually the major concern.

Specifically positional defense (melee/ranged/AoE as opposed to Smashing/Lethal, etc.), specifically to 45% (or a hair more in case you get debuffed).

Note you can sort those tables by clikcing the hourglass at the top of each column -- handy to see "what can I get for 2 slots?" and so on.
Try to get close to 45% (counting your current powers too!) without losing too much from your attacks and utility powers.
After that youn can go for damage and regen and other fun things; the reason everyone suggests you go for the 45% defense "soft cap" first is because the effect is so dramatic.

First priority is 45% defense, as others have said.
Next priority for a general-purpose build is probably damage, but again as others have said, NOT +damage. You'll get more damage out of +recharge and using your best attacks more often.
For single target DPS, your best attacks are Follow Up, Focus and Slash (with Achilles' Heel proc). The best DPS chain is actually just Follow Up -> Focus -> Slash. However, that requires +314% recharge in Follow Up, so requires billions of influence and a build devoted to the task. That won't be a general-purpose build, so let's set that aside.
Unfortunately, I'm not a Claws chain expert, so I'll let someone else advise you if you want a specific chain and are looking at specific levels of recharge. There are plenty of good ones at various levels of recharge.
After you have your attack chain put together, I'd probably then focus on hit points. Super Reflexes suffers from getting hit too often too fast, and the higher your hit points, the less likely a string of lucky hits will kill you. Tough helps here as well, but isn't a set bonus, so is a bit off topic.
After that, probably regeneration. An alternative is to take Aid Self, but that's probably overkill unless you want to do no inspiration challenges.

I finally got around to getiing my first level 50 toon all IO'd out. He is a claw / super reflex scrapper, and is a ton o' fun to play. Having learned from all the villains I have IO'd out, my goal is to maximize one or two set bonuses on my revised scrapper build.
My first thought is to aim for +damage. I figure I can get around +28% damage via the sets I slot. I would be very happy with that.
I figured that this build does not need +recharge, which seems to be the set bonus most folks lean towards. Building up +resistance bonuses does not seem to work too well, but I may have missed something.
Any scrapper-gurus have an opinion on this?
