Given the new changes I am taking my first stab at a Dom. Went with a homage toon to Magneto (looks nothing like him cept for the color scheme, powers, and helmet)
I can't seem to find a single guide for this build. Any help would be appreciated.

Mine are all of level 10 or so. While fun so far, I don't think that'd help.
