Golden Roller thinks I've done his missions

So I got Golden Roller as a contact, went up to him, he gave his introduction, and... no "available missions" button. I close the text box, talk to him again, and he says that I've already done his missions. Does anybody know why this would ever happen, ever? I've had situations in the past where the first mission from a contact is just skipped for no reason (this is why I was only at Comrade with Creed when I finished his missions), but this is the first time I've ever gone to a contact only to find that for some reason, they think I've completed all their missions. Is there any way to fix this and actually do his missions? Or are his missions gone forever?

Most likely you've outleveled him; he gives the same message when you do that as for finishing them. And you can do most missions in the game after you outlevel them by using Ouroboros which you can enter at level 25 if you have access. You get access by doing time travel related missions, or by using some else's Ouroboros Portal and getting the location badge there ( it's on top of the arch ).
