You need to purchase a new retail code, either online or in a brick-and-mortar real life store. (Which if I'm reading you right, you have with the CoH CE and CoV CE) Then you can ADD an account under your current master account (via add serial code), or create a whole new master account for it (via creating a new master account while logged out of your current one). After it's created with the first code, UPGRADE with your other serial code(s).

1. Create second account.
Since you have a box with a code, go to your PlayNC Master account and choose "Use Serial Code" put it in and chose *ADD* (not upgrade) to create a second account.
Then for all the other serial accounts you have in hand, add them to your second account through *UPGRADE*.
If you then buy a booster or another edition from the online store, it will ask you which account you want to apply the online code to, and you choose your second CoH account.
2. Put the client onto your second computer. Use BillZBubba's Guide for Moving/Copying/Installing CoH.
I usually copy all the directories via the local area network to the new computer's public folder. Then when done, I go to the new computer and move the directory to the proper path.
3. Log in on the new computer with the name and password you set up for your second account.
I use Input Director to operate both games with one keyboard. Works much better than Multiplicity, though, the mouselook always moves the camera for both 'boxes.'

The second account will be primarily for my kids to share, so I'll have two keyboards. But, that is a good suggestion for someone else reading this post wanting 2 accounts/one keyboard.

Just an addendum: You cannot apply a serial code to an account that already has that edition applied to it. So if your primary account already has CoH CE and CoV CE on it (and it sounds like it does), it won't let you use those codes on your main account. So you should have no worries about adding your new codes to the old account.
Just make sure that, when applying the second code, you upgrade the new account, rather than creating two new accounts!

Hmm... I clicked Use a Serial Code, and entered code. Now it wants me to create a new Account Name and Password. There is no option to ADD.
When I entered my current account name and password, it comes back saying it's already in use.
I did get to Game Account Details which shows I have 3 game accounts:
CoH
Dungeon Runners (mine---used for about 1 minute)
Dungeon Runners (kids---used for about the same)
There is a selection to UPGRADE Account and Download PC Client, but there is no ADD Account.
I can't seem to locate the Add Acount.

My primary account DOES have all the updates, add-ons, special releases, etc. So, it looks like I have to create a whole new account to use these Collector Editions, correct?

For the FIRST code, you create a new account. For the SECOND, you UPGRADE the account you created with the first code.

Maybe they got rid of all that confusion between choosing ADD and UPGRADE.
Go ahead and create a new Account Name and Password, that will the the login and password for the second CoH account your kids will be using. After that, it's all UPGRADE.

I've just purchased a second pc, and I want to create a second account installing an extra copy I have of the CoH Collector's DVD edition, and the CoV Collector's edition.
How do I go about creating the second account? I do not see any selections on my Account Mangagement for second accounts, and don't want any complications from the NEW CoH game codes going into my current CoH game.
My current account has every CoH/CoV release, update, etc. code since CoH went live.
I am using the game packs listed above for my second account to get the bonuses (costume pieces, badges, powers, etc.) for the second account, otherwise I'd just download the current release.
So, what is the process to create a second account, without messing up the current one, as far as game codes, billing, etc.?
