I see the Immobilize and shield power under Black Scorpion. But don't see anything about a power boost. Is it from slotting?

No, Power Boost is one of the power picks. You'll be able to see it once you get access to your PPP.

It was pretty easy for me when I picked a patron power for my Stalker.
But Im not sure on my MM.
