Does Turtle: Chance for Recharge work in Caltrops?
Oh, wait. I'm an mm. I don't need recharge rate increase. Sheesh.

... I thought the Turtle was a change to -recharge on the target.... meaning you augment the recharge time of the target power.

This enhancement gives a 20% chance of decreasing your target's recharge rate on all of their powers by 20% for 20 seconds.

works but totally not worth it in this game. With -recharge its either all or nothing. So unless you got a powerset that can floor critter recharge I wouldnt even bother with this proc. You come out better with positron blast, impede swiftness proc and the purple target aoe proc that causes knockdown. This sloted with a few damage/slow enhancements from various slow sets actually makes caltrops into some nice aoe damage.

It'd be nice if it didn't Proc you. Same goes for the Purple Procs.
So woe be to the guy who figured out a good way to use it such that it proc'd to speed himself up. :-/

No Halon, if it procs on yourself too you'd get a recharge debuff every time it went off.

Got a Turtle: Chance for Recharge. The only power I have that will accept it is Caltrops. Does it work in there and, if so, is it a good spot? Or should I sell it?
And I understand how "20% chance of global recharge rate increase" would work on a gun, but what about an AOE thing like caltrops? Each little tick on each person standing there is an independent 20% chance?
