The short answer is it doesn't.
The KB and damage is actually from a pseudopet, which winds up getting the +recharge, not you.
edit: It is also per-target. On my SS brute, if I'm saturated, I usually get it to fire each time I use footstomp.

How does it work?
Does it check for the 10% chance for each critter being hit or is it just 10% chance on activation of the power?
