It's in the open discussion of the i15 Test forums, in one of the stickied threads. Under Development. There's also scattered threads in there about it.
They were added in as a last minute push, to make absolutely sure we got them 'soon', as opposed to 'Sometime around i17'.

Typically, the devs will not include Beta patch notes on the main site. They're just posted in the forums. I guess they made an exception this time because they wanted to call so much attention to the Open Beta.
At any rate, there could be lots of tweaks to the Dom changes before they go Live. They probably wouldn't be posted on the main site until they do.
The basic idea of the changes is that the damage boost from Domination has been moved into the base damage of the AT, and that Energy, Psi and a bunch of other Assault Sets have gotten attacks that do more damage, but take longer to recharge and cost more End. Reaction to the latter change has been mixed.

Looking forward to the changes. I really like dominators as-is. I really hate the entry for the Dominator in Paragon Wiki that's been there for like, what, a year or two now? All that couched complaining and even first-person remarks--I'd love to see it revised.
Whenever some change is on the way, it always seems that everyone knows all about them except me. Oddly, I can do searches and read entire threads and find no definitive listing. In this case, Doms are apparently getting some big boosts, which makes it odd that the patch notes for the I15 open beta mention nothing for doms.
I ain't lazy, but maybe I'm blind or a little clueless. Is there somewhere I can get all of this news? Anyone got a link explaining the changes?
