PvP set bonuses work when you go into a PvP zone or the arena, regardless of what you're attacking.

I have a question regarding pvp recipe set bonuses and how they work. This is specifically regarding bonuses that activate for (PVP). Do they work when.....
1) Player steps into arena and any pvp zone.
or
2) Only when player hits another player and will not activate when attacking NPCs in a pvp zone.
If (2) is true, then how will self targeting powers be able to take advantage of those pvp set bonuses? Specifically, pvp recipes have some nice recharge reduction set bonuses that are (PVP) only, but I am wondering how skills like hasten will be affected by them.
