Widow Worth Playing with Only Common IOs?
Yes, they're fine with mostly common IOs, if you make an exception to frankenslotting Mind Link with the relatively inexpensive def/rech IOs from sets.
Basically, with just that, a Night Widow can be quite a competent killer on its own. Adding sets on top of that and they become speedy, sneaky terrors that are near unstoppable. Start putting them on teams with other SoAs and...well, not much will remain standing for more than a few seconds.
Keep in mind that game diffuculty is built arond TOs, DO and SOs.
EVERYTHING is worth playing with common IOs. In fact, you'd do just fine with just SOs! Particularly in PvE.
I'm actually seeing what I beleive is the begining of a shift. People are leveling using SOs and IOs and simply bank their inf and purple-out at 50.
Any AT can be played using just SO's, so IO's is a definite yes.
On all my characters since the introduction of IO's I typically will get to level 22 and then use level 25 IO's all the way up to level 37 when I start using level 40 IO sets. I NEVER use purples or anything higher than a level 40 IO.
Since you don't plan on using IO sets just grab level 40 common IOs and you will be fine with a Night Widow. You won't cap your defense, but you will have a nice amount never the less. I would think about buying a Gift of the Ancients, Seredipity, and Luck of the Gambler [Def/Rech] IO so you can max the defense and recharge of Mind Link to help you with keeping it up frequently. You can still have loads of fun playing without IO sets so don't let that discourage you since you see a lot of people with them.

Widows are definitely playable with Commons or SOs.
There are however two powers that I would suggest franken-slotting because they are core powers and benefit greatly from it.
Mind Link can't get Rech except through Def or ToHit Buff IOs, so use those to soft-cap Rech and then add whatever Def you need to soft-cap that using Commons or SOs.
Follow Up, if you choose to take it, is one of those powers that you often wish could have 7 or 8 slots. Frankenslotting can effectively give it those extra slots, allowing you the extra Acc that is nice for a power that grants a ToHit buff, while soft-capping both Dmg and Rech.

I would like to play a Night Widow, but all of the example builds I've seen thus far have set IO enhancements slotted. Are they worth playing with only common IO enhancements slotted, or should I not bother?
I've been playing off and on since Issue 3, and I've never bothered to learn anything about set IO enhancements, since common IO enhancements were already a nice upgrade from SO enhancements.
