Procs do not Scourge, but (last I checked, which was about a month after i13) are not resisted in PvP.

Rad's a beastly set when your target is low on HP, because your tier 1 and 2 blasts recharge and activate very quickly so you can leverage Scourge much more easily than slower sets.

I've heard that Rad blast is great when you put a bunch of procs in it, but was wondering how it would stack up to the damage of Fire or Sonic (the other two contenders for my build). There are two key procs for Rad blast that are available that can slot into most rad blast powers
Lady grey chance for negative damage
Achilles heal -res
