a) Welcome to the forums.
b) Your idea is a good one - so good, in fact, that it's been suggested many many times before in the Suggestions and Ideas area.
c) If you use starter bits, it's not all that hard to afford a small base with one teleporter, and the decorative items are fairly cheap. It does take a bit of regular play on that character, though - you probably won't have enough prestige if you're the only one in the SG until your mid-20s.
d) If you're willing to fudge things a bit, you can (ab)use the bonus prestige granted for the first 15 people in your SG to get your base started, then have them quit the SG after you get everything placed. The 20k per person will get you enough to make the starter base with one teleporter mentioned above, then your play will need to bring the SG up to positive prestige before you need to pay rent.

I'd love to be able to build little one character bases. Gaining enough prestige to have fun is the challenge. They could always mitigate this by making the amount of prestige you earn inversely proportional to the size of your SG--i.e. in a 3 man SG, a lvl 50 would earn more prestige per kill than the same character in a 40 toon SG.
But this would be a massive headache and potentially lead to a disintegration of large SGs. And this would /suck.
If you have a supergroup, hero or villain, even if it consists of just you, you can have a secret base.
Several folks have made supergroups consisting of just them and their alternate characters, and have build bases on that.
By setting up coalitions and setting coalition permissions, you can have limited access to other coalition member's bases, which allows you to use their teleporters, but not much else.
There is no current way to store recipes where other characters can access them, but bases can have storage for salvage, inspirations and enhancements. If you wanted to hand off a recipe to another character, either get a trusted friend to be the middleman, or build it into an enhancement, temporarily dump it in a enhancement storage bin, and have the other character pick it up.

I really didn't know were to post this. It's idea I've had for awhile. I like doing the sg thing. But I have toons that I like to solo. What I would really like is a base of my own. Like my own fortress of solitude or batcave. Build it the way I want it. Leave stuff for my other toons. Were I could store recipes and what not. Every hero has a city were they protect. They could access there base with some type of portal system only in the city that they chose King's Row, etc. The ideas are endless .The devs could package the idea into an expansion pack. I really hope this idea gets around. It would make the game more enjoyable for myself and many more. Thank You
