Forgot about dark watcher?
Nope, no one forgot about it.
Cloak of Fear requires so much accuracy slotting to be effective that it doesn't really leave any space for a DW proc. If you DO slot one, you are probably sacrificing accuracy to have it, in which case it will not hit often enough to do you any good at all.
Death Shroud (the damage aura) has no to hit debuff in it, slotting the DW proc is impossible.
And the main thing with DA is NOT to not get hit. It is to leave minions unable to hit you, there is a difference. The rest of the set is resistance based, with a big honkin' self heal. A lieutenant or a boss will be hitting you plenty because the two status effect auras don't affect them.
Do more research on Dark Armor. Most people who use DA don't like Cloak of Fear because it has a very low base accuracy and requires an inordinate amount of slots to be effective. The reason no one mentions the Dark Watcher's proc is because they either never took the only power you can put it in, or they are using their slots to make it work in the first place.

Well, them not hitting you is what I ment hence the reason for the slow attack rate. But if the acc is really that bad then its understandable. I didn't have room to take either of the mezz toggles on my stalker so I never field tested CoF to make a judgement. I tried to roll a craw/da scrapper. Twice. The 2nd try, I got to the mid 20s and then i11 came out and I didn't have any open slots on my server so something had to go to make room. That was one of the somethings. Anyway, thanks for clearing that up.

Probably a good thing anyway. You don't want the mez toggles on a stalker. If you run past something while hidden and forget to toggle them off it will notify enemies of your presence, thus breaking Hide.
I checked the numbers on CoF compared to other powers.
Normal to-hit is a base of 75% against an even con minion.
Controller single target mezzes has a 90% base.
Controller AoE Holds have a 60% base. (or so, don't remember the exact number)
In comparison, Cloak of Fear has a 50% base to-hit.
It's accuracy is that bad.

Wow. I didn't think anything was worst then the troller's aoe hold. Sounds like kimset, foc acc, and every acc bonus in game would be needed on top of 3 slotting. Of course I my be exaggerating a little but 50% is bad.

Just because we're talking about the screwy semantics of attack mechanics, I feel compelled to let people know that the base accuracy of those attacks is still 75%. Those hit chances are final values for those powers against even level minions without any slotting or outside buffs.
The acc mods (which are actually more important because a low acc mod means you're getting even less real benefit from acc slotting) are 1, 1.2, .9, and .67. Slotting a single even level acc SO (33% enhancement) into each of those would make the numbers 1.33, 1.596, 1.197, and .8911. More slotting only exacerbates the difference.
One of the sets I don't have on any of my scrappers is DA. My stalker is claw/DA but the play on it is way different. Anyway, I've been reading some of the threads about DA and how to slot some of the powers. I haven't gone to the guides so I don't know if this has come up. I was wondering how come nobody mentions dark watcher despair chance for -recharge as a choice for any on the -acc auras ie CoF and/or the dmg aura (I can't think of the name). I wonder about this because I use it in rttc in my WP scrappers and Tank. It works really well. Watching a mob just stand there unheld and doing nothing while I get my health back is beautiful. Now that I think about it, I can't recall any mention of it for WP (again, haven't been to the guides). I figured DA would benefit from it as well since the main thing with the set is to not get hit. Also, it's not a unique so it can be slotted multiple number of times. Just an observation.
