You know, I wondered how this worked too.
I cannot believe how difficult it has been for me to find an answer to this question. I've talked with several people in game, and could not find an answer in the forums either. I know I need to raise the minimum level. I know I need an AV or EB to be the desired minimum level. HOW do I change the custom character's level? There are only options to edit POWERS and COSTUMES. Thanks.
