Snow Storm doesn't -fly like it says?

I see the -fly in the text and I don't think -fly speed. Why can I not get Players in PvP to fall to the ground using this power? Is there a resistance to it after I use it and I'm just not noticing it or something?

I had it toggled on a player just moments ago while not held or stunned and she was flying up into the air attacking me.

If it really doesn't do any -fly, I'm just going to drop it and take Air Superiority or something else to move the two slots to a power that can do me more good. Any suggestions?

They switched from fly to hover. Hover is +4 fly. Snowstorm is -1.6 fly. You'd need three people with snowstorm to knock a person using hover out of the air.

It does between -50 to -65% flyspeed depending on AT.

Air sup is -1.6 fly as well. So you'll need to hit them with it 3 times within 30 sec to drop them.

If you really want to ground fliers you need webnade/entangle to get them out of the air. Once down a fair number of powers can keep them down.

Or if you are a controller your st immob usually has -fly. stack that a couple times with snowstorm

Is there anything better that I can take that has -fly in your opinion? Maybe something stronger then snowstorm?

EDIT: Forgot to add that I am a 50 Ice/Ice Corruptor.

Mace patron has two web powers both of which will ground fliers.

Other than that, temp webnades when vills have control of sirens.

Thanks! I'll figure out a way to put the mace patron into my 2nd build then.

It is just very bothersome. Even more bothersome before I switched to a character with ranged powers. My DM/DA Brute has no ranged attacks in Warburg and would just die over time to her. I tried running under the walkways by the globe which didn't work and even into the hive, but the ceilings are too tall. lol. She could still hover out of range. Hopefully, now I will have the upperhand once I figure things out.

Sharks have -fly too. That with snowstorm normaly is enough in my exp. Could be completely wrong though
