WM/SD recharge & def IO build

I've been poking and prodding this WM/SD build for a while now and I dont think I can take it any further on my own. It's flirting with the soft cap (45.4/44.6/45.5) and has 72.5% global recharge to allow for [nearly] full-time active defense stacking.

What I'm not satisfied with is how I have no wiggle room with regards to the softcap should my defense be debuffed. Anyone see a possible way to retain the global recharge and still increase defenses further?

Building a shield character is aggravating, you feel like you're playing catchup with SR's defenses and debuff resists simply for the sake of having shield charge.
