PvP zones are only if your side is in control. And I want to say it's only in Siren's Call.
Not sure about Pocket D, never seen em there.
Grandville and the Shadow Shard are for sure though.

Hey Everyone,
I guess my SearchFu isn't all that good cause I am trying to find out which zones (blueside) I can purchase jetpacks or their equivelent powers, I know you can at level 40ish but I heard you can do it earlier.
Can someone list the zones and levels you can purchase travel powers at please.
