Concept: Pixie Warrior (kat/sr?)
Oh definitely. I hover quite a bit with my broadsword/regen scrapper, and he only has a single slot in it. Pick up swift if your gonna hover though.
I pretty much only play flying characters. Hover is as fast as unslotted fly with three slots of flight enhancements. I also usually take swift and put a flight enhancement in it, but that is a -tiny- boost to flight. Give it a try. You might like it.
So with my search-fu, it would seem that using the default slot in Swift with a Fly enhancer is optimal since the power doesn't increase flight speed nearly as much as it enhances run speed.
If I reroll as SR, would it be worth slotting one Flight enhancer along with one Run Speed?

Had a similar idea although my thought was dual blades, lot of cute daggers to choose from and it seemed more graceful. Hover should definitely be doable. Haven't gotten around to it yet though.

I can only imagine how great it is to level a concept character, working to keep the powers in line with that concept and everything else that goes with it. I can also imagine that people with that ability are much less likely to get burned out on the game itself.
Anyway, I don't mean to go off topic here. I have nothing to offer on topic as I am pretty much a noob around here. I just thought I'd ask this within this thread instead of creating another one.

Acidon, there are several ways that character ideas come to me.
I wanted to try Fire/Radiation Controller and tried to figure out a way those two powers might be on a single hero. First thing that came to mind was the Sun. So "Solaria" was born.
When Dual Blades was added to the game, I was watching an old Xena rerun and thought an Amazon could be a fun character. So I made Queen of the Amazons. Not my first name choice, since several of the variations I tried were taken.
Sometimes I'll come up with a name and go from there, or i'll just play with the costume creator until I find a look I like, then decide what type of hero or AT she'd fit.
You can try out superhero name generators or the thesaurus for inspiration too.

Most of my characters use hover,
(in fact it's part of the concept for my BS/Shield scrapper.
And she is VERY effective at dealing out the damage.)
Yes you'll want to boost it's speed a little, but Swift helps, and SR has Quickness.
So yeah, at 17, maybe not fully viable, but a few levels later with SOs and Swift it is very workable.
And the Defense bonus is pretty decent.
On a note about looks though, Dual blades is very, very beautiful when coupled with Hover, thing is SR and DB both require you to take almost all the powers in the set, which would make it a very tight build.
On the note on Inv Vs SR, personally I'm a bigger fan of Inv. both only really have the tier 9 as 'skippable' and sure SR has the aforementioned Quickness (love that +Rech) but Inv doesn't have the same vunerability to those lucky hits getting through. (my Dark/Inv is equivalent to a non-IO granite when it comes to general survivability)
But when it comes to their appearance, Inv has a pretty glow that will fit well with a pixie style character, so I wouldn't worry about rerolling.
and on the choice of primary, Both BS and Kat have Parry, which will aid your survivability, especially in lower levels, & BS will require more recharge in general, so benefits more from SR, but overall they are both awesome sets, and honestly I think Katana is prettier (and a little quicker, which doesn't hurt)

I don't have any suggestions regarding powersets or a flying scrapper, but I figured I'd give you an idea of what to expect from the new hover speed.
With the new base speed swift plus 95% fly enhancement in hover should give you about 25 mph hover speed. That's about the same as the run speed from swift plus sprint. I think that should be enough speed, and with SR you should get a further boost from quickness.

It's been possible since day one, but it's much easier to do now that Hover has been sped up on no less than three separate occasions. I would mostly suggest slotting three fly speed enhancements in Hover. Even back in the day, that would bring it up to almost run speed, and this days this puts it to almost Sprint speeds. The cost of Hover isn't that much, though I may suggest a reducer in there if you're running too many toggles. Most of your cost comes from attacks, however, so you should look at mitigating that before you worry about toggles too much. Generally speaking, slotting toggles for endurance reduction makes it easier to recover when moving between fights, but not slotting attacks for it means you run out MID BATTLE and end up having more to recover anyway.
Details aside, it's very much possible to do that and be viable. I have no less than half a dozen melee characters who always Hover and all of them do just fine. Hover slotted for speed actually gives you superior speed than what you'd get out of base ground movement, and with Swift it's just gravy. It also gives you better positioning ability, as you can more easily hover over things than it is easy to jump over them and you can hang just off ledges to fight things you couldn't find good footing around, or even to limit what can hit you.
About the only problem with this is direction control. On the ground, your character moves in relation to the horizontal, so moving forward moves you forward along the ground and moving backwards moves you back along it. When Hovering, that's not the case. As most people play with the camera tilted down for a better view of the playing field, moving forward will run you into the ground and moving backward will force you into the ceiling. There are ways around this, of course. Moving forward is easy, as it's fairly simple to direct your camera forward, but moving backwards can be counter-intuitive. What I do is either I look STRAIGHT DOWN and move DOWN (in relation to the camera, which is now "back" in relation to the ground) Or looks slightly up and move backwards. It's really something you have to get a feel for, but Hover-fighting in general requires a lot of use of mouse look.
Once again, however, it is very much doable and is, in fact, superior. If you go with Hover and Fly and have constant status protection, you can actually play for hours without ever touching the ground

Pretty much what I'd suggest is watch movies, read books and play games. Any time you find a really cool character you'd really like to play as or watch an episode about or read about, that's your inspiration. Don't copy other people's work, obviously, but think about what makes the character cool and try to put that into the game.
One of the easiest examples is one of my own villains, Alexander Cromwell. He started out as a cross between Shaman King's Marco and Hellsing's Alexander Andersen, both of whom dress in white uniforms and espouse a rhetoric about destroying evil and fighting for goodness, yet end up as little more than stone-cold killers and hypocrites. So, I made me a Brute inspired by them who dressed in white and looked almost like a hero whose entire "thing" was that all of his powers could pass for heroic and all of his outfits would make him look like a messiah to the casual observer, yet actually thinking about it and paying attention to what it is doing as opposed to saying would make his villainy quite evident.
Or you can go with what CelestiaCoH said and try to invent reasons behind why a character has specific powersets. Maybe willpower means just a John McLain tough guy. But what if it meant more? What if a character is almost completely invulnerable and able to repair her (in this case) body as long as she could will herself to hang on to it? Then it's not physical injury that will defeat her, but one would rather have to defeat her spirit and break her will to make her stay down. Willpower plays VERY well to this effect, granting both regeneration, some resilience and the ability to keep on getting back up.
The point of it all is to find a character you think would be very cool OUTSIDE the game. Say, someone you'd want to see in a movie or would like to have art drawn of, or someone you'd want to read about in books and comics. When who and what the character should be as an image in your head is more important than what you're seeing on the screen and the stats surrounding it, you're just about done.

As to the build, there are a few tweaks you can do:
Take the 6th red fortune out of the toggle it's in, put the 6th gaussian's in build up, have 2.5% defence to all rather than just ranged for your one slot.
Do you need divine avalanche at all given that you're soft capped ? You could lose DA and caltrops and get yourself aid self for example, or get hasten and conserve power.
5 slotting ToD in soaring dragon seems odd, the bonus for 5 is pretty useless. Makos quad, proc, dam/end, dam/rech and an acc/dam HO would seem to do the trick, add a recharge if you want, but this seems to put you a proc and 0.5% damage up on the transaction.
An extra proc in GC in exchange for the CI will give you more damage in the long run, I like the lady grey's neg nrg.
You are far enough over the soft cap, I'd consider saving the cost of the BotZ -KB, and possibly slot fly with freebird fly and end, common IO fly.
The passives are slotted more than they need to be, if you're prepared to give up some global accuracy and/or hits, I suspect putting the slots into tough will aid your survivability, I always run it on my /SRs. My normal slotting is steadfast unique and res/end, impervium armor resist and res/end.
I slotted gambler's cut purple proc and damage, HO acc/dam, Lady grey, achilles and mako's procs. With the global acc you have this would be decent for you too.

I generally start with the primary/secondary, and then fiddle forever in the costume creator until something jumps out at me. The look then defines the character, and everything flows from there.

I haven't tried it but I read in a different thread that /suppressCloseFX will make it so you don't see any power effects on your char. So if your main worry is the invuln graphics covering her costume, try this out.

I use this but the effects are somewhat random, OK on a katana, but my stone brute's mallet disappears, ice armor disappears but the WP yellow glow doesn't, not sure how it works for invul.

And don't forget about the two newish Universal Travel IOs. If you pop that in Swift or Quickness (assuming they can go in Quickness) they should boost Fly and Run speed simultaneously.
Unfortunately, Swift and Quickness only take generic IOs, at least according to Mids.

Truth. Universal Travel Sets only go into actual travel powers, so Swift/Hurdle/Quickness/Sprint/etc. are out of the picture.

Well, concept characters are fairly easy to get ideas for. As an example I'll give my TA/A defender. She is a woodland pixie (and quite vocal about the difference between pixies and faeries). She originally was made back in issue 5, so her wings had been ripped off by a cruel human. As such no travel power at all. She couldn't fly without her wings after all.
Once wings got added as a vet reward MAGI managed to successfully cast a spell to regrow her wings... Sort of. It wasn't until much later that they got it right (invented insect wings).

You "could" slot a Microfilament in swift to enhance both the flight and the run speed. It's probably not worth the expense to do so however.

She looks so cute when she hovers while in melee, I'm starting to wonder if I could put together a build that would make perma hover combat viable. With the increase in melee range a few months ago, and the recent increase in hover speed, do you guys think it would possible?
I'd be replacing Combat Jump with Hover in her build. I'm not wild about the higher end cost for hover compared to combat jump, but I still think for the concept it could be fun.
I'm also debating rerolling her as Kat/SR to add quickness for additional hover/flight speed. I'm not sold to using Invuln, and I'm not exactly happy with the Invuln graphics covering up her cute little costume and wings.
Any of you guys ever try a hovering scrapper or have any experience with friends doing it?
I've got a soft capped Claws/SR and love the pairing. I'm guessing that Kat/SR or even BS/SR would be just as effective.
