Game crashing very frequently
The only thing that jumps out at me is your CPU overclock.
Try knocking it back down to default speeds, although to be truthful, I doubt that's it.
I run an E8400 at that same speed with no issues, but I figured i'd throw it out there.
Have you looked in the various Vista threads?
Almost every single person who has reported frequent crashes lately and could not find a reason for those crashes has had the Realtek HD Audio. I suspect there might be some incompatibility issue here. You might try temporarily disabling it from devices and removing the drivers in order to see if that is what is causing the crashes.
I'm not saying to disable your audio permanently. Just long enough to run the game for a couple hours and see what happens. If you do stop crashing then at least the problem will have been isolated.

The overclock shown there isn't my actual overclock. I actually have my E8400 running at 4.0ghz (445x9) STABLE.

This might be it! The newest drivers on my mobo's (Gigabyte) website are from back in March....however I just found the newest Realtek HD Audio drivers on Guru3d.com....gonna try them out.
Update: Brand new Realtek HD Audio drivers, still crashes just like before.
You've tried new Audio drivers, now try with the audio device disconnected as was suggested. If that doesn't work...
Try running in Safe Mode and see if they're any crashes. If that doesn't work...
Try cleaning out all the stuff you have running in the background. You have *a lot* of aggressiveware running in the background. Some that access the GPU and some the Internet. Neither is good when running a MMO.

Diabled audio device from control panel, still crashed. Safe mode I may try....but honestly just trying to play the game at 800x600 makes the game unplayable for me. Checking running processes, most of it is either hardware related software or microsoft/google stuff....

If you don't want to try Safe Mode, then chose Windowed mode and then maximize the screen. That's the most stable resolution setting. Then, turn every other graphics FX off or down as low it can go. And see if there's any crashing. If not, then one of those settings is the culprit.
WRT cleaning out the computer: You killed a lot of the running processes, but there are still a boat load of other processes running in the background: Windows Live; Windows sidebar; Groove Monitor; Acrobat updater; Java helper and updater; HP updater; Google helpers; Yahoo helpers; searchers; downloaders; web cam; skype; dvd helper; Flash (macrovision); etc... Do you remember giving permission to any of these programs to start themselves up whenever you boot up your computer? Because, that's what they're doing. It is basically just my virus scanner (AVG), registry protector (TeaTimer), and the service for controlling two computers with one keyboard (InputDirector).
I have lots of extra protection that runs when I browse with Firefox, but, they only load up when Firefox runs. That's how well-behaved and non-aggressive programs are supposed to work: run when called, unload when ended. And I have no problems running flash or java or my video or audio or acrobat, etc...

Yeah I know. I usually trim my startup, just haven't messed with it lately.
Altho if you look at my cohhelper logs you'll see that I was currently running windowed mode maximised, that didn't help either.
I'm getting ready for work right now, but I'll try it later with my startup trimmed up. If that doesn't work then I really don't have any ideas left
Well after trying everything suggested here (even safe mode, god that was an awful experience) I have submitted a ticket to NCSoft support. I've given them my CoH Helper, Hijack This, and DxDiag logs, and also the log from their Game Advisor software they had me download and run. My ticket has been "escalated" and I'm now waiting for a reply from what I would assume would be a higher level tech. I hope I can get this fixed because I spent 3 years in this game, came back for I14, and would hate to have to cancel again due to a glitch.
Just wanna chime in and say the E8400 is rated at 3.0Ghz at a 1333Mhz bus speed.
You say it's not your overclock, but how can that be? An overclock can produce the behavior you are describing. It does such a thing to me when I overclock my E4400(2.0ghz) by a mere 400mhz.
I'd say before wasting your time with support, return to stock speeds and see what happens in the long run.
I have to agree with MrPlayskool. I understand that your computer may be stable outside of CoX. You must remember that this game is extremely rough on computers of all makes and models. I have seen some of the best and most powerful PCs choke on this game. You can always reset your overclocking if its not the cause. We need to eliminate this from being a posability, as always best of luck!
Tech support just contact me back, had me kill ALL startup items and all non microsoft services that startup. Crash still occured within 5 minutes.
I will check the overclock...but I have to say that if the overclock is what's causing it (My computer can run PCSX2 very impressively at this overclock) I will be highly PISSED. I love that my computer runs at 4 ghz stable, and up until now has run everything I've thrown at it without a hiccup.

And for another update. Before trying underclocking my cpu, I decided to install Rivatuner again. (Hadn't installed it since my last reformat) The specific purpose of this was to override the driver level fan speed. I set the fan speed to 100%, and stayed in game quite a bit longer. So I'm starting to wonder if this might be a heat issue. I'm not sure about that, since I have an Antec 900 case with quite a few fans in it, but it'll definitely be worth getting a can of air duster and some q-tips and doing some case cleaning and see if that helps.
Exactly the reason we asked you to undo your overclocking . If you are able to play normally with the system stock then you are building up too much heat while the system is in the overclocked state you had it in. That means either having to scale back your overclock while playing or get more cooling to whichever part is overheating. CPU, North Bridge, Video card and Ram are all posabilities. The goal first was to determin why .

Well I have to hand it to MrPlaySkool and DoubleHelix...it's probably my overclock. Now with that said....dunno what to do. I BOUGHT the E8400 because I knew it was overclockable to 4.0ghz. (Quite easy to do, to.) So what I'm gonna try first is to tweak with my voltages, because I AM a bit of voltage "newb" so when I originally set up this overclock, I tried to keep the voltages as clock to stock as possible, while still acheiving stability. (Prime95 and Orthos run just fine) I've since done quite a bit more research on voltages, and found that there is quite a bit more I can do with it, so I guess I'll try that first, and then if nothing else works bring down the clock speed a bit.
Last update, I promise. It WAS my overclock. Backed it off to 3.8 ghz (430 x 9) and game's running fine. Thanks for the help!

This seems to be a frequent issue with people that overclock their machines. There is no test out there that can verify 100% that your CPU is stable at any given settings. You can be pretty sure if stress tests come back fine, but never completely.
In your case, tweaking your voltages will probably do the trick. Just be cautious of temperature increases.
I just resubscribed to the game recently, and as of right now the game is unplayable for me. The game will freeze up (screen lock and looping audio) every 1-20 minutes, usually in less than 5 minutes. I'm running Vista Ultimate 64 bit with an Intel E8400 processor, 9600GT Nvidia card, and onboard audio. I've updated all drivers that are updateable, and also updated my DirectX. I've read on here that downgrading to a pre Phys-X Nvidia driver helps, but I'd rather not have to downgrade a driver just for one program. Here are my logs:
