Storm/Dark with Set Enhancements

I tend to be a very proc type person, but I thought I would get some feedback on my character build I've been contemplating. This is for my Storm/Dark Defender that currently has over 210 million influence and I was thinking that I might as well put some of that to use by actually making myself a good pve build. Currently I have about 20 Set IOs in my character and very few are level 50, the generic IOs are over half level 50, but I figured instead of just replacing them with 50s, I'd actually put real set IOs inside. Makes more sense to me personally. I just wanted to get some input into my build and get some more ideas for it if people have them to offer.

I suggest this. I refocused the procs towards damage instead of the previous utility grab bag, except in lightning storm where I replaced the chance to disorient with a chance to hold. It's a clear upgrade since holds are better than disorients, the chance to proc is higher, and it matches a set that's already in there. I also took out total focus, since its damage isn't very good, and replaced it with thunder clap to stack with dark pit.

Looks fine. I think Combat Jumping would be more useful than a one slotted Total Focus :P

and after this latest patch, does FF+chance for rech proc still work in pets?

It should still have a chance to fire when you summon the pet, which would give you the bonus. However, pets no longer get recharge buffs, so the proc is pretty worthless in any pet...

Also, last time I checked, it doesn't exemplar at all... regardless of level.

Garent's build has a lot of improvements that I would recommned, so rather than reiterating that, I will simply attempt to provide some commentary on modifications.

Unless you are going for a high defense build, steamy mist is almost always better slotted for resistance than defense. 5% defense vs. 20% resistance to fire/cold/energy. If you are going for a high defense build (combined with the -accuracy from for dark blast) you will want to find a way to stick the steadfast protection +3% defense in there somewhere, and probably zephyrs in your travel power.

I find accuracy in Freezing Rain is usually a waste because there are so many ticks of freezing rain, that the strike breaker is going to let it hit eventually, and then the defense debuff is large enough that the accuracy is wasted. If you end up taking snow storm, the -recharge proc is wasted in FR as snow storm +freezing rain will floor recharge on most enemies (AVs excluded).

The two flight speed IOs in swift seem wasted, especially since you don't appear to be using hover while fighting. Also if you can afford it, slot swift with microfilaments since they will enhance both flight and run speed.

Storm is an end hog, so you will want another endurance mod in stamina.

In tornado I would remove the chance for recharge slow for the same reasons as above, and would consider replacing it or the ff rech/end with a debuff/end.

Since Forcefeedback in Tornado will only trigger when you summon tornado, it may be a waste of a slot, especially since many people use tornado as a situational power. I also like slotting tornado for mez.

Thanks alot for the posts on this, I was just trying to figure out a Set IO configuration for my Storm/Dark. Problem is I don't have huge amounts of inf, so purple sets are right out for now. So this is my budget configuration. Did I miss anything obvious?

Notes on build: I don't currently have Thunderclap, mainly because I don't use the darkpit/thunderclap combo. So I could swap it out for BlackStar, but then I wouldnt use it very often either, as I hate end-crash and have no way but blues to recover. Assault is an option, but I'm not sure I want another toggle... Either way that power slot probably just becomes a set mule for whatever works best.

Why are you using different sets in dark blast and gloom? Won't the slotting you prefer work best in both?
You should avoid using luck of the gambler if you're on a budget. It's a very expensive set.
Slotting teleport for range is better than slotting for end reduction, since having a higher range in it means you can get to your destination in fewer teleports.
I suggest dropping hasten to two common recharges instead of three and moving the extra slot to gloom. The third enhancement doesn't have much effect in there due to the power of level 50 IOs hitting ED so easily.

Thanks for the comments. I'd not priced everything out so yeah some of the sets might be a bit to expensive for what I was looking for.

As for the different sets in blast and gloom, I don't remember, maybe it was just to maximize the set bonuses. Question: is the buildup chance proc worth it? I pretty well spam Blast and Gloom normally, so I have a good chance at it going off I'd think.

Not in my opinion. It only lasts five seconds, so it'll only boost two or maybe three attacks before wearing off.

For Lucy, I suggest this. It focuses on area damage, and it has 27% ranged defense so it should be able to handle the aggro that massive area damage gets you.

Thanks Garent for the advice. I tweaked your build a little bit and ended up with 33.8% ranged defense still focusing on damage. One thing I don't like too much is that I had to add chance of knockback to dark pit and thunderclap for their ranged def set bonuses, but I think I can live with it. Any more comments?

What you have there should work pretty well. I do suggest taking a slot out of hasten though since a third level 50 common IO doesn't add very much. You could move it to O2 boost and change that to two common heal IOs.

I don't have experience with /dark so I'll let someone else address that, some thoughts though.

Snow Storm: Except against AVs the chance for -rech in snow storm is wasted. The recharge slow cap is -75%, and snowstorm gives you -62.5%, freezing rain gives you -50% already putting you at the recharge cap.

Freezing Rain: I still think it's a bad idea to slot freezing rain for damage, but if you really want to try to get some damage out of it, you're probably going to have more luck with procs: positron: chance for energy, impeded swiftness: chance for smashing, lady grey: chance for negative, and javelin: chance for lethal(that's expensive though) can all be slotted in it.

Swift: 2 flight IOs in swift? That seems rather wasteful to me, especially since you don't rely on hover for movement.

Stamina: you are not slotting your toggles for end reduction, which means you are going to need all the endurance you can get. I would put two more slots in stamina, but at the very least one, either from snow storm or swift.

Tornado: You are losing a lot of damage in Tornado to diminishing returns, so replace the Soulbound allegiance pure damage, with one of the other ones. I suspect you won't notice a significant drop in your damage output.

And none of these builds i have see in this entire thread have picked up Oppressive gloom WHY? Dark pit is kind of ridiculous how long its rech vs. duraiton stats are for a mag 2. Against high levels your not going to be keeping them constantly stunned. Oppressive gloom lets you alternate between thunder clap, and dark pit to keep even entire mobs of bosses stunned to oblivion

The damage it does is little and siphon life more than makes up for it.

I'm personally not much a fan of procs, even though my fire/rad is beastly with them, they are a hassle and its a specific build using it.

On my storm/dark which i love to death went for regeneration, recharge, some acc and recovery. Overall very beastly and fun to play.

Oppressive Gloom is a good idea. Historically I've been against allowing things to get into melee range - that's what Hurricane is for. Hurricane works against keeping things in Oppressive Gloom range I'd think. Thus I never thought they'd work together.

But now with IO defense bonuses, Epic armors and stuff, going with Oppressive Gloom + Thunderclap + Dark Pit probably works great. And Hurricane at that point isn't really needed I guess. It's kind of 2 separate styles of play I think. To Hurricane or not to Hurricane.

Not 2 separate playstyles, 2 separate SITUATIONS. I'm all my stormies i've been in both where hurricane is better, and where the use of OG + TC/DP is better.

Specifically in general when you don't have a corner to push them into with hurricane.
