DM/SR Poor Mans Leveling Build
You are going to need Dark Consumption for that build. Your end usage is way too high for the amount of recovery you have.
Practiced Brawler only needs two slots to be perma, less if you get some recharge bonuses or hasten.
Combat Jumping doesn't need an end reducer in it. It only saves you 0.02 end/sec. If you want to save more endurance stick it in tough or weave instead.
I never made an SO build for my DM/SR, so that is about all the help I can give you. But I feel the three suggestions I made are really important.

You can use Elude still, I wouldn't I don't like the crash, but I would only slot it with 3 rech the end mod is a waste IMO.
I think the OP should drop Elude and pick up Dark Consumption since I don't really see any other powers that would be good to drop. OP could drop Touch of Fear, but I'm assuming he picked it up because he wanted it.
Elude can still be handy at 39% defense, but if you pick up any sets at all, I'd drop it.
Elude doesn't really need end mod if you take it. Practiced Brawler is easily perma with 2 SO's and Quickness. I wouldn't bother slotting end red in CJ.
AoE damage is going to hurt until level 35, be careful what you fight. Dropping to 2 level 50 SOs in the passives doesn't cost you much if you need the slots elsewhere.
I'd put recharge reduction in Soul Drain as a priority over damage.
For early play with such a short attack chain, Shadow Punch might be better than Smite. Better DpS when you don't have a full chain. Maybe take some of the freed up slots from above and slot up Boxing a touch, it's not a great attack but better than standing there.
You will probably end up dropping Elude in the long run.
I would not drop ToF amongst its other charms it has a 20 sec duration 11.25% -tohit. Frankly I would slot it for -tohit before I slotted up the fear.
If you need slots I would poach the resists out of tough if anything fill the base slot with a steadfast +3% def IO by that level you could easily save up enough merits or cash.

For me, about the same, but maybe with mostly SOs and a little frankenslotting of attacks in the 30s. I don't see much point in spending influence on sets while I'm leveling. I see sets as something I do when I hit 50 as a way of continuing my progress after the leveling runs out.

If you're gonna buy sets to exemplar well, then you can start at your target exemplar level. The only issue with doing it that way is having enough slots to properly manage endurance.

I don't exemplar much at all, so I'd be starting at level 47. I usually don't even have a plan in place at that point. But good point for those that exemplar regularly. If you can afford it, and you want, say, level 35 set IOs on your final build, by all means start slottng at 32.

[/ QUOTE ] That makes sense. I built my Scrapper to keep most(still working ona few) set bonuses all the way down to level 30. I like to solo Citadel spawned for 4 then have the other three characters(all four accounts belong to me and my roommate) in to door sit for the AV mish. 160 merits.
Santorican, what is your goal for you DM/SR? I ask because I think you will have major issues if you wanna solo AVs.
IMO, your end consumption is way too high. I use 0.74 end/sec and in an AV fight I usually need to use DC and Conserve Power to keep going non stop. You use more endurance than that with conserve power active, and it's only gonna be active a little less than half the time.
So I want to try /SR, and I figured pairing with with DM would be a good choice (-hit and a self heal being the main draws) and I wanted to try to get a leveling build setup for the guy.
