Nope - I have a character in Icon right now looking at her new cape with its High Collar and Short Cape - Arctic pattern.
Unless its a bug on the Male Cape? I can't check that, I don't have a Male character on the account that has the Arcane pack.

Didn't see short capes as an option under high collar thru the character creation screen for males.
Oh, that would explain it. 
Haha, my eyes skipped right over the Long Cape option.
Yeah after a while ya get used to watching for the lower patterns bar to light up and let ya know theres more options available. It's easy to miss.

You'll get no arguments from me on what you said in that thread.
I went to the tailor to make a new costume, and the option for High Collar+Normal Cape is gone. Has anyone else noticed this?
