This would certainly be nice, but I doubt it will happen for some reason I can't think of.
I have a few characters that outleveled these missions before I knew they existed, or that there were badges in them needed for an accolade. You'd think finding someone with the AP mayhem mission on Virtue would be like shooting fish in a barrel, but apparently no one ever runs those missions because my lvl 44 dom broadcasts requests for it at least once a week and never gets any response. And I never see broadcasts for mayhem teams redside like I do for bank teams blueside; although that could be because mayhems are much easier if you don't have a bunch of other players who don't know what they're doing.

Is there a way for high level charatcers to access low level mayhem or safeguard besides hitting up lowbies for it? It doesn't seem you can do this through Ouroboros.
How about setting it up, that when you have the option of doing either, you can choose which zone you want to do and then just get exemplared down like in tfs or arcs if you do low level zones.
