Problems with background images
First, code tags and Hijack This/DxDiag output really messes up the forum, please don't do that anymore.
Second, if you could, give us a CoHHelper output which will include game settings. It needs .Net 2.0 to run BTW.

Sorry, I actually thought the code tags would help with readability. I edited them out. Here is the CoHHelper output:

Update Windows.
Update Graphics driver.
Update sound driver.
Go to manufacturer's website and see if there are updated drivers for your motherboard chipset/CPU.
Hard Drive cleaning ====
Also, you're starting to get close to a full drive on which CoH is installed.
1. Go to control panel and then Add/Remove Programs and get rid of any programs you don't need any more.
2. Go into Windows Explorer (not the Internet Explorer) and right click on your E: drive and chose Properties. Under the General Tab, you'll see a button for Disk Cleanup, run it and get rid of deleted (recycle bin) and temp files.
3. Under the General Tab, make sure Indexing is not selected. Unless you need to do quick searches of your documents on a regular basis, you don't need this. It may take a while to propagate the un-indexing to all the sub-folders.
4. Go to the Tools Tab and click on the defrag button. Run the defragger. It may take an hour or two to defrag. Make sure the computer doesn't power down during it (you'll find power options where you change the screen saver -- right click on desktop...).

What the Zombie said.
Also, when updating your video driver, you should also run DriverCleaner (or equivalent) to clean off your existing video drivers before installing the new ones. We have seen cases where the 'new' driver install still uses the 'old' files if they're still present, leading to .... erratic ... video performance.
"City of Heroes. April 27, 2004 - August 31, 2012. Obliterated not with a weapon of mass destruction, not by an all-powerful supervillain... but by a cold-hearted and cowardly corporate suck-up."
Greetings,
2 days ago I decided to give the 14 day trial of CoH a go.
Registered and downloaded the installer from PlayNC account management, installed, started the game and ended up with this:
screenshot 1 - login screen
To cut the long story short, I've rechecked the files through updater a few times, did a clean reinstall and rechecked some more afterwards. Running in safe mode didn't help either.
Then I created a char, because that seems to be the only way to get to the game graphics options. It worked, and I reset everything to pretty much lowest. But as you'll see everything that is either dynamic or rendered is fine. It seems the only problem is with the static images. Here are more screenshots to prove that:
screenshot 2 - loading screen
screenshot 3 - ingame
screenshot 4 - game's own screenshot function
Rendering is fine, dynamic text is fine, static backgrounds are messed up.
