Im trying to make an arc with the CoT. I have a lvl 14 which I want to play with my higher lvl friends. When we start the mish all bad guys are around lvl 14 so they dont earn xp. Is there a simple way to increase the minimum enemy lvl?

If I understand you correctly, you could find an NPC that only spawns at higher levels, then add them to the mission somewhere. Even if the high-level NPC does not appear in combat (such as a non-combat hostage), I believe that will raise the lower level limit of the entire mission.
