Mysterious random hostage bugs

Random civilians won't work in this context - which involves optional encounters in which representatives of various villain factions announce that they won't stoop so low as to get involved in Jerk Hacking.
I was going to put in Freakshow, too, but they also bring forth that mysterious level range error that does not appear until you try to test it.

I think the 'random' on the civilians is bugged anyway. I tried using them as hostiages in an arc I am currently building a nd when I went to test every single one of them spawned as the Tsoo guy (and I double checked, tripled checked, what I had it set as). Finally gave in and made them all one of the Dr/scientists guys.

I tried random civilians in one of my arcs, guarded by ghosts, and the hostages ended up being ghosts. The worst thing is that rescuing the 6 civilians triggers the boss, so I ended up with 6 clones that use the same 6 lines, kind of spooky.

That is supposed to be fixed in the most recent patch: and the fact that at least the hostages aren't from the surrounding group like they used to be suggests that it has been fixed, at least partly. You might try and look at it again.
Since, unlike item names, rescue names are for internal reference alone and not shown to the player, you could also try making several rescues where there was only the one repeated 6 times. That way, you could give them different lines. If you use the same plural tag for each, the MA does the math and displays them as an aggregate.

The problem is that the boss is only supposed to show up after you finish the rescues (cascading objectives), can't have more than one trigger so it's a no-go. Identical lines it is until they improve that

If it's an indoor map, you may be able to rely a little on the front / middle / back switches, and put the events that spawn the boss in the back. A kludge, but the best I can think of.

I found a couple new bugs. Before, hostages would run to the nearest exit not long after you kill the guards, now they just stand there. In fact, this just started happening today while testing my arcs. Unless captives that are in an outdoor map always just stood there.
Second, while trying out a published mission I had an issue with an escort objective. Cleared the rest of the map before rescuing the escort and proceeded to lead the escort to the exit. When I got there the objective/mission wouldn't clear: again, this is an outside map (one without a vehicle, but that glowing red square field as the exit point).

In the MA? Yes, they have. It's an "outdoor map" bug. There's no "door" for them to go to, as far as they can perceive.

Similar bug. To make it work, you have to walk up to the red square, get the hostage there, and then go to the other side so the hostage will walk through it (or so I'm told, I haven't tried it myself). It's a kludgey work-around that most people aren't going to know, though. So, yeah, a bug that needs fixing.

So, I tried setting my civilians to "Random" again.
Indeed, they no longer show up as the ghosts that were holding them hostage.
Instead, all six come up as this creepy Tsoo dude (<Tsoo> group, in fact) and ranked as an "Artist" (instead of "Minion", "Boss", etc).
Hm, after a third try I got to see a different hostage in one of the spawns. All ghosts are still "cowering" (which is NOT the animation they're set to, and the victims are set to "default").
Guess I'll leave the clones for now, oh well

I actually tried that 'go to one side then the other' for the escort: didn't work. I eventually stopped trying and just quit the mission.
I hope they fix these bugs soon...

In my most recent published arc ("Jerk Hackers!"), the final mission includes three hostage rescues. In order to keep the story 1-50 friendly, I used Arachnos, Council, and 5th Column, and chose "random" as the hostage type. The random hostage now correctly chooses a random mob from the selected group, at least.
Some mob groups that say they're 1-50 really aren't. Circle of Thorns is actually 5-50, and when I tried to include one I got a level range error when I tried to test, although none appeared when the hostage was added.
The random hostage choices contain some "interesting" choices. While testing the arc with high level characters, once the Arachnos hostage was a tornado. That, I recognized as one of Scirocco's summoned tornadoes. More mysteriously, the Council hostage once appeared as a column of smoke. I do not remember ever seeing that in game.
