Time for Republish changes to take effect?

To make a change to minions take effect, there has to be a change in the arc file itself. Add a space and delete it to some text field, hit republish, and you should see your changes.
That blue thing running around saying "Cookies are sometimes food" is Praetorian Cookie Monster!
Shoot on sight, please.
And wait 10 minutes. Sometimes it takes time to propagate through the system because of the amount of stuff in there.
I've made text changes and do not see immediate updates.

Once it took a day for me, most of the time it takes ten seconds. The time it took a day was at the hight of the Meow incident.
EDIT: Just meaning there were easily over 9k people in Atlas zoning through the data stream and nothing more

I've been editing a custom group in a lowbie arc because the ranged damage changes make them a bit too powerful with the powersets I had selected. However, when I 'republish and play', I get the old versions of the NPCs in my mission. About how long does it take changes like this to take effect?
