Or so we're told, anyway. Given the sponsors of the project, any number of "alternative" explanations seem possible, and in fact likely.
The lore is purposely vague. From the outside, it LOOKS like a virtual reality. According to Dr. Aeon's personal journals, however, it appears that they are "virtual" in the sense that Recluse's Victory is "virtual". Whether Crey Corp realizes it or not, the datastream is "real" in some sense. This is the story rationale for why you get real rewards from playing the mission arcs.
That's my take on Aeon's ramblings, at any rate.
