Unable to rename error on install

Copy your updater (the EXE file, not a shortcut to it) to your desktop. Run the desktop copy. Tell it to install to your preferred install folder. When it's done, you can delete the desktop copy and all the garbage it puts on your desktop during its process.
It's trying to download and install a new version of the updater, but it can't because it's already being run. It can't edit itself while running, obviously.

Hey all I am stuck at my parents house, (dad is sick) and working on trying to install City on his computer. I ran the installer and cannot seem to install. It says it cannot rename
cohupdater.prv
As such I am unable to install my game, need my fix, please help!
