To elaborate on mac's post, that is a pretty bad build for PvP. AR just isn't very good at all, and /elec is just ok.
But for blasters in general, you should either go with SJ+SS or fly+TP. One travel power is just not enough. SJ is owned by any -jump. SS has no vertical mobility. Fly is way too slow. And TP is impossible to use in combat.
So you should always try to have 2. SJ+SS match perfectly together, and fly+TP also work well. But the playstyles are completely different, and both have pluses and minuses.
If you care, probably 99% of top players have SJ+SS.

I'm trying to make my latest toon, an assault rifle / electricity blaster for PvP. I need help deciding on what travel power to take: Flying or Leaping. I have not had much experience for PvP, but want to get into it more. I've used leaping before, and I know how much faster it is than the other travel powers (without the end drain of teleport). I haven't used flight much before, but I have heard it can be slower than the others. What are your opinions?
