Veteran Rewards: Tiered choices
I honestly think this is one of the better "more choice in Vet Rewards" suggestions I've seen.

Yes, this has been suggested before. Ad-nauseum, to be frank.
The problem is, if you give people the choice to get exactly what they want right now the "dangling carrot" effect disappears. I'm not implying that people only pay their subscriptions for the vet rewards, but it really is a good motivator to stay subscribed.
If you take that away, you're probably taking away some revenue from PlayNC (or Paragon Studios now, I guess).
The bottom line, for me, has always been this: The people who have been playing the game since its inception for over 60 months now had to wait for every reward they've gotten. Why is it fair to allow people who've paid PlsyNC considerably less money in their gaming career for City of Heroes/City of Villains to suddenly start choosing?

I rather think this setup makes the carrot bigger. It's one step more interactive, which as a design encourages players to plan a little and probably see some of the later rewards as more attainable. I wouldn't suggest making all the rewards available starting from month 3; it's clear that certain later rewards are designed to be more valuable -- more potent rewards for more time played.
But organizing the rewards into "year" pools (4 choices per year, as described above) seems reasonable. It preserves the flavor of the current system. The change couldn't affect current 5-year subscribers retroactively, but that's a poor reason to shy away -- and in any case, it would actually mean that players entering their 6th year would presently be given a choice of 4 veteran rewards. Neither does it undermine the patience of current 60-month reward holders, as a new player would have to wait at least 4 years -- maybe as long as 5, based on that particular player's choice -- before attaining that award. And that choice would delay their receipt of rewards that other players got earlier than them. I would call it "different" rather than "unfair."
I think the biggest hurdle to this would be that the designers would suddenly need to provide 1 full year's worth of rewards to players who are now able to choose from the year 6 vet reward pool, were this kind of system implemented.

Change the reward structure and people will whine because they got what they wanted early and have nothing left but the stuff they didn't want, at which point they start kvetching about how much the vet reward system sucks and needs to be changed and "DEV'S NED 2 MAEK NEW RWRDS RITE NAO!1!!11!one1ELEVENTYMILLION1".
Give it up. The vet reward entitlement horse is dead. The system in place was made to work the way it does for reasons, it's not going to be changed and you're only going to make yourself upset if you pursue it.

This. There is no way to get around the fact that not every reward in every tier would be appealing to everybody.

Although about 4 years too late, I'd like to suggest that Veteran Rewards be offered as choices, rather than assigned in a predetermined order.
Every 3 months, give players a choice from the available pool of veteran rewards.
But rather than allowing the player to choose from all veteran rewards starting from month 3, assign them to pools. At months 3, 6, 9, and 12, players may choose from Pool A, eventually exhausting all of that pool. At 15, 18, 21 and 24 they get to start working on Pool B. Etc.
The reason I suggest this is that the extant Veteran Rewards seem to have some dry spells -- at least for me -- where there are 5 or 6 rewards in a row with no desirable rewards. If the system is restructured, the player has a bit more freedom in attaining the rewards, and perhaps a little more incentive to subscribe for a bit longer.
I imagine something like this has been suggested before. What do you think?
