Archery/Dev Basic IO build.
Except for Fistfull all of Archery's attacks are range 80. You don't really need the extra range in any of the single target blasts.
You aren't really gaining much from that last Flight IO in Fly or Hover. You would be better off moving those slots somewhere else and slapping a Flight IO in Swift.
Targetting drone doesn't need the extra to hit IO in it either. Archery's secondary effect is accuracy and it's a weapon set so it gets a bit more. You can also afford to put off Targettting Drone until after Stamina due to archery's inherent accuracy and beginners luck.
Fistfull of Arrows should come much earlier in your build. It's cheaper than Blazing arrow to cast and it's your first AoE. It does need range enhancers if you are going to hover blast and adding range will widen the cone at it's base.
Rain of Arrows and Gun Drone both need accuracy slotting. They are both psuedo pet powers and don't benefit from Targetting Drone. Since RoA is a pseudo pet power it has standard accuracy instead of the higher base accuracy that all the other Archery primary powers get. You can get away with RoA as is provided you only use Rain of Arrows after using Aim.
Gun Drone will kill you with it's end costs. 39 endurance is almost 1/2 your blue bar. If you aren't going to fully slot it you might want to consider replacing it with a power that you would get more benefit from such as:
[*]Super Speed (combined with Cloaking Device this will give you PvE invisibility and allow you to plant Time Bomb with out being detected while in the middle of a group)[*]Taser (this combined with Stunning Shot gives you a tool to handle bosses)[*]Assault (moar damage!).
Slotting Aim with to hit buff is, quite frankly, overkill with Targetting Drone. 2 or 3 recharge are enough here.
Damage enhancements are pretty much a waste in caltrops. If you are doing what blasters are supposed to do (making stuff dead) the damage over time total you are looking at is going to be wasted. The mobs will be gone but caltrops will still be sitting there for another 30 seconds.
Unless you are planning on pumping up your defense (Devices can do this fairly well with Cloaking Device, Combat Jumping, and Hover combined with some IO set bonuses) the Defense IO is not needed. End red would be a good choice.
LRM is fun and on tough spawns, with careful Caltrop use, you can hit them with both LRM and Rain of Arrows.
You will also be killing yourself on endurance since you haven't slotted any endurance reduction in your high end cost attack powers. (As an example the KB IO you have slotted in Explosive Arrow might give more benefit if it were replaced with an end red IO.)

Those suggestions are great, but there's one problem with the fact that a lot of them are "This power doesn't need that many slots"...
I have nowhere else to put slots. Seriously, I went through every power and looked through the IO's, and there aren't really a lot of places to move the slots to.
I'll go through your points that I need to respond to:
You make a good point that almost all of the attacks have a huge range already, but wouldn't it be helpful to put one Range IO in Blazing Arrow, so it can act as a sort of high-damage pseudo-snipe, since Ranged Shot sucks so much?
Good point with the Fly and Hover IO's. I didn't even notice, but I plugged a Fly IO into Swift, and I'm coming out with pretty much equivalent flight speed and I save two slots (even though I have nowhere to put them). Thanks for the tip.
Yeah, I wasn't really using Fistful of Arrows much, but now that I've figured out that it should have some Range IO's in it, it seems a lot more useful, so I'll move it to an earlier level.
About Super Speed + Stealth... doesn't Time Bomb cause suppression? Gun Drone sounds "fun", but Invisibility sounds much more "useful". However, I was wary wasting space on it, because I'm under the impression that any hostile action will suppress stealth.
Good point on Aim. I already get like 155% accuracy on all my attacks with Targeting Drone anyway.
I'm going to give the damage in Caltrops a try anyway, perhaps in my alternate spec in-game. If it isn't as impressive as it sounds, then I'll respec the damage away. However, 250 extra damage to the boss that didn't get killed by RoF and is now walking at 20% speed while I shoot him from the air, isn't a bad deal. I'll try it both ways and see. I'll edit in my new build without the Damage.
And on Explosive Arrow... yeah, I replaced the KB IO with an EndRed right after I posted this thread. I'll see what EndRed's I can fit elsewhere. I have a hard time getting rid of one of RoA's Damage or Recharge IO's for an EndRed. What powers specifically do you think need more Endurance Reduction?
EDIT: Okay, I plugged in some of the changes. However, like I said in my first reply, there are three slots left over, and I don't have a good place to put them. Unfortunately, I can't stick an extra in LRM Rocket for another recharge, because it is at level 47, and I only have three 48 slots and three 50 slots. Hasten at 50 needs two slots added, so that only leaves four extra slots for LRM.

As far as time bomb goes, no it doesn't suppress stealth, nor does it aggro mobs until it detonates. Trip mine is the same way but it detonates immediately if there is something in the trigger range. Doing this is what some players refer to as toe bombing.
This build actually looks quite a bit better. Those last 3 slots... adding them to your tier 1 and 2 primary wouldn't hurt at all. You might also want to look at some of the uncommon set pieces for "franken slotting" while leveling but before going for set bonuses. Many of them can be had quite cheaply.
One or 2 reccomendations that I would make in regards to that would be caltrops. 3 slots in this power with a Curtail Speed end/slow/rech a Tempered Readiness end/slow/rech and a common rech. This will let you have 2 patches out at once or, at the speed you should be defeating things, allow you to use it every spawn without slowing down.
Same thing with Fistfull of Arrows.
The following can be done quite cheaply and adds to your performance without altering your build much at all.

Some concessions:
1) I realize that most people like to put three damage IO's in an attack. However, with diminishing returns, getting an extra 20 yards of range or another 10 seconds off of recharge seems more useful than that extra 3% of damage the third one gives. There are some exceptions to this:
-Travel powers - to maximize flight speed.
-Targeting Drone - because I'm only using one Accuracy IO per power, so just to be safe.
-Hasten - to get it as close to perma as possible before sets.
-Rain of Arrows/Time Bomb Recharge, Rain of Arrows Damage - RoA... it's a nuke - one I want up as often as possible, and Time Bomb... I had an extra slot and figured it would be nice to have this up for as many spawns as possible.
2) I know I just enhanced the powers in numerical order. I'll fiddle with "proper slotting" levels at 50 when I need to worry about being sidekicked.
3) Yes, people hate Gun Drone, but my choices are that, Smoke Grenade, or Ranged Shot. Ranged has horrible damage even compared to the fast-casting attacks I get earlier in the build. Smoke Grenade seems useless... I don't need to stealth through missions. Gun Drone, so I've heard, gives a pretty big Defiance bonus, so it's like a mini-Build Up to have it summoned.
4) Most people wouldn't slot Caltrops with Damage, but if you look at the build planner, two Damage IO's bring it up to 5 damage per tick, and since I've slotted it with a Slow IO, that should be a nice little DoT for any enemy that runs across Caltrops while I'm waiting for Time Bomb to explode.
5) I'm not sure if I should put an EndRedux or a DefenseBuff into the fourth slot in Hover, or if there should even be a fourth slot. However, when I got to level 50 in the planner, I had like nine extra slots to assign, so I tossed one there.
6) I like Munitions Mastery, and LRM sounds fun even though I already have a fast-casting non-draining nuke, so I'll stick with that epic pool.
