I'm not 100% certain, but I believe it's only 'illegal' if it's an exploit. So things like mobs that don't fight back (like those Council spawning chambers etc) or some way of skewing it so there's little to no risk to the player.
If you've created a mission with regular spawns that fight normally and present a real risk to the player (or at least no less of a risk than regular mobs), then I don't think it's illegal.
I don't think the devs want to stop 'soft farming' in the sense that people will repeatedly play high-reward missions. They just want to stop 'hard farming' where a mission yields rewards without risk to the player.
And... if you feel guilty about running a high reward mission, just roll for a bunch of recipes or salvage and stick them on the market for low prices.
So I managed to get 8500 tickets for 35 minutes, and can now do about 4 gold rolls every hour. If they don't lower ticket drops, I'd really like it if they upped the drops for teaming. If I don't team I can get 16000 tickets in an hour. If I team, I get about 500.
Even without using fill/pad, I get about 2000 tickets per run. I think the ticket drop rate favors people who solo over people who team.
