Bought Statesman; can't get him in custom group

I know that all custom groups are defined as level 1-54 regardless of who is actually in them. I made a custom group of selected Longbows that cover all levels that seems to work properly.

I bought the Freedom Phalanx and other custom characters. While I can add Statesman and other characters directly from other screens, I cannot find the Freedom Phalanx among the standard groups to add them to a custom group.

I'm also having issues adding standard characters that have been put into custom groups in NPC roles in missions. I was able to add Faultline and Fusionette into a custom group to serve as talking only person roles. Now I can add them directly from the list of standard characters, but not out of the custom character groups. If added as standard characters, they invoke the level checks and caps, and I want to keep the mission friendly to low level characters. But in the custom group, I can add player created characters into non-combat NPC roles, but the standard characters that have been added there remain elusive.

Has anyone figured out a way to do this? Can it be done with hand editing?

I've just been informed in another thread that despite the group being defined as 1-54, each character only shows up if the user is in the "official" range of the mission runner. So if you put States in there, and a level 30 runs the mish, States ain't comin'.

Or so I'm told. Haven't tested it.

I know that. FWIW, if you take specific characters from a group that covers all levels, but where the individual NPCs are level limited (like Longbow or CoT) only those NPCs appropriate to the level will spawn. So if you only picked one or two, that's all you will get.

What I want, though, is for the characters to appear in non-combat roles without invoking the level limits. Statesman isn't going to be fighting you or fighting with you. He's going to get captured by Skulls and quivering in fear until you rescue him. How do I do this?

Oh, I see now.

Not possible at the present time. The system doesn't currently differentiate between combat and non-combat roles as far as level is concerned. Skulls aren't going to be in the same mission with States.

Unless you make a custom States-like clone. You can manage something *pretty* close, as long as they don't stare too hard at the faceplate.

Some characters are easier to do than others. I've already made a pretty good Doc Delilah clone. Sister Psyche is not hard. Others, like Statesman and Ms. Liberty, really need costume pieces that aren't available.

The stripe patterns on the shirt alone kill it for States. I've tried in the past...it just doesn't look right. He's using two different patterns at once for the stars and stripes.

I made a sort of Statesman using the Valkyrie helmet and mask. The shirt and cape are still wrong, though.
