I'd check out dA's Bokuman. I've commissioned him and I think Buckeyestar did too. Oscar's pretty good, though the language barrier's a bit tough.

Bokuman is great to work with, just keep in mind English is not his first language. I've gotten two pieces with him, both of which I love. Amazingly he's actually gotten better. His latest Wonder Woman piece is just gorgeous.
