there is but it is old. I am not sure if you can update it . just Google it and you will find it.
It's also in korean. You can use registry hacks to turn it into english. But you can really muck up your computer if you don't know what you're doing and you go fiddling with the registry.

What program do you use to view the costume files off-line? I haven't been able to even look at them.

Still requires CoX, but there is no need to recreate it from scratch every single time.
Just wondering,
Does anyone know of an off-line or downloadable resource for the costume creator, I'm thinking along the lines of what the Mids' Designer is for power sets...?
