I'm still pretty amazed by that. Seeing a power like this one having an effect that is so useless in PvP now, I can understand the frustration the PvP community had with the i13 update. The suppression, DR and auto-resistances had dumbed PvP down way too much.

I hear you HH. After putzing around in WB working on the badge, I can see what all the fuss over PvP was during i13 BETA. I don't see anything in the new system that would ever interest me in trying PvP more seriously.
Oh well, hopefully the developers will take another look at it.

From what I've seen, this is true. They dumbed it down quite extensively. IMO it's overkill in the wrong areas.
Dual builds was the perfect foundation for separate PvP builds. They also could have designed PvP specific IO sets that are dropped/rewarded from PvP (just like the FG badge). This would have gone a long way toward shoring up any shortcomings of an AT/build.
I also think that suppression of any kind is a huge mistake. Superheros and supervillains fight at super speeds. Look at the comics. Instead of taking the easy road and just suppressing everyones movement, they should be looking at making ALL travel powers viable in PvP.
Diminishing returns makes no sense to me either. If they didn't want teams with a couple of pocket buffers stacking buffs on a toon to make them invincible, then make it so that buffs don't stack on a single player.
The changes make no sense IMO.

Too true Shard. When we were working on that badge and i was trying to heal you (just for the fun? of it) and the diminishing heal values really does not want me to even try to pvp with any of my emps (and i have one build that is specifically set up for an offendining healer(oi i hate that word)).
