Hmm. I forget. 
Bullets wouldn't be a concern for my Scrapper...kinda hard to hit someone fast enough to sidestep between atto-seconds of time.... 
...which gave me the situation of what to do for him in Paragon City as speeds like that just aren't doable in the game-engine...I eventually settled on something to do with the War Walls(frequencey perhaps) limiting what he can do, speed-wise...still need to get more art of him done....
