Hmm. That is true. But why don't the weaker zones recruit some of the stronger law enforcement to help?
Because they're poor, in city of villains. In city of heroes, they do - Faultline, Atlas, both good examples of lower zones with decent longbow/PPD patrols. Even in CoV, most low level zones have coppers. But they're no friends of yours.
(Give me a bit of slack if I make a faux pas. I'm new to the Rogue Isles.[Translation: NOOB ALERT ^------------------------^]) Now that that's covered... Why is it that the stronger foes hang out in areas with _stronger law enforcement_? Why don't they just swarm the weaker areas?
