Who: The Sisterhood

What: A Halloween Scavenger Hunt and Halloween
Costume Contest

When: October 30th (Tuesday) at 9pm EST

Where: Liberty Server. Meet at the Croatoa Train Station—What better place to start your adventure?


The Sisterhood Scavenger
Hunt


At the beginning of the "hunt," your team of two will be given 10
generic enhancements for your team (for example, team 1 gets
damage, team 2 gets heal, etc) and a clue. That clue leads to
some destination in Paragon City. When you think you've found it,
head there.


If you're right, you will see a member the The
Sisterhood waiting to give you your next clue. Before you get
your next clue, you must give that Sister one of the 10 generic
enhancements given to you at the beginning of the race. This
pattern continues until you get to the last destination. The
Sister to collect your last enhancement will record the order of
the finishing teams.



The prizes are:

1st Place - 3 million influence each

2nd Place - 2 million influence each

3rd Place - 1 million influence each


The Sisterhood Halloween Costume
Contest


The contestants will line up just before the start of the
Scavenger Hunt to allow the contest judges to view their
costumes. The judges will announce the winners at the conclusion
of the Scavenger Hunt. The costumes must have a Halloween theme
to enter.


The prizes are:

1st Place - 3 million influence

2nd Place - 2 million influence

3rd Place - 1 million influence

And The Winners Are...



This past Friday, October 19th, the finals for
the Mr. and Miss Paragon and Mr. and Miss Rogue Isles contest
were held on the test server. The forty four finalistsbrought
their A games, and the judges were not disappointed. After much
oh-ing and ah-ing at the wonderful creations, winners for all
categories were announced. In the end, Pinnacle won half of the
top slots with Freedom and Triumph securing the other two spots.

Halloween Interviews


It is once again that time of year where the
veil between worlds thins. That's right, it's time for
Halloween in Paragon City and the Rogue Isles.


It seems like the Unseelie Court is trying to
do it's best to disturb the festivities of both metropolitan
areas. Wishing to help offset the potential chaos of the season,
both heroes and villains have been on alert to stop the other
worldly invaders. We sent reporters to various parts of the two
cities to get various hero and villain perspectives.


Champion

Diamond Cut, level 23 Defender


I have yet to start the battle against the
Unseelie Court, but I am excited over the chance to do so.


Freedom

Lord Kyo, level 33 Blaster


I have heard the tales of the past exploits of
the Unseelie, and I have been battling them a few times. So far,
it has been interesting, but I am enjoying making sure Eochai and
Jack in Irons do not harm the people.


Guardian

Kamikaze Kate level 50 Brute


It seems that most people are enjoying the
fight, but the petty squabbles of fae politics hold no interest
to me. As long as everyone is having fun, that is all that
matters to me.


Infinity

Pridegirl level 37 Peacebringer


The new costumes we have this year really add
something to the fight. It is kinda exciting to be anonymously
fighting the bad guys. Though, once this is all done, I
really

would like to investigate those rumors of time travel.


Justice

Thrash Parr level 15 Stalker


The mayhem, the chaos, the destruction! What
is not to love? Well, except the trophies I am collecting off my
foes.


Liberty

Swordeater level 14 Scrapper


Taking the night back against The Unseelie is
loads of fun. I hope that I will be able to get a new costume out
of it.


Pinnacle

Vampiro level 50 Brute


Bah, this is nothing but a waste of time. They
have tried this twice and nothing ever happened.


Protector

Erikomei level 26 Dominator


Even though I helped fight back the hoards
last year, I enjoy helping others fight back against them. It is
always interesting to see what they throw at us this time
around

Of course, the recognition of defeating the hoards helps as
well.


Triumph

Sister O'Malley level 16 Mastermind


Well, ever since I heard the Facemaker is
paying a premium for the hides of those creatures, I have been
fervently ridding the streets of their taint.


Victory

Suede Succubus level 40 Corrupter


To fight back the Unseelie is a great thrill.
Of course, getting Hono in badge form is always fun as well.


Virtue

Impetuos level 23 Controller


So far this is interesting. Of course, gaining
the costumes and some training at the same time does not hurt
either. Though, I have to wonder if the city would be better
served with me doing my investigations.

Point/Counterpoint




This is the tenth in a series of point-counterpoint articles,
which assesses commonly requested player suggestions, and review
the pros and cons of those suggestions.


This week's subject: Mini
Games


POINT:


There are potential advantages to adding some
form of mini games to the City of games. It adds something
different for players to do when they decide they don’t
want to be doing the usual fighting and missions. It could also
provide supergroups with an activity to do when not getting
together for missions. Certain prizes, not necessarily influence,
could be won by playing such games, either badge or merits or
something entirely new. The most commonly asked for mini games
are the typical gambling games, like card games. One commonly
player run form of mini game is a costume contest, but a defined
place for and certain regulations established for mini games
might be an improvement. Pocket D seems the likely place to put
such games, as the Monkey Fight Club already exists, and the
coding to add new doorways seems applicable, since special event
doorways can be added. Here is a recent thread discussing part of
the idea.


COUNTERPOINT:


But there are also potential disadvantages to
adding mini games to the City of games. First is the question of
whether or not the particular game fits the overall theme of the
franchise. Would mini games distract from the overall vision for
the game? Obviously, any gambling type of games would have
potential legal issues to deal with. Also, would such games
really be of enough interest to players to commit resources to
coding them? Or would players rather have something else, like a
new zone for instance? After all, players can play most of the
mini game ideas using other commercially available products which
would be completely committed to enhancing the players
experience, which would not be the case here. Finally, if games
were added that allowed for some form of reward, a means to
ensure balance between risk and reward would be necessary, and
new forms of cheating the system might be added that could
complicate the franchise as a whole.

Morgana Midnight's Deliciously Evil Peanut
Butter Bars


    [*]2 cups flour
    [*]1/2 cup granulated sugar
    [*]1/2 cup brown sugar, firmly packed
    [*]1 tsp. baking power
    [*]2 cups crunchy peanut butter
    [*]2 eggs
    [*]1 cup butter (2 sticks), melted
    [*]1/2 tsp. vanilla extract
    [*]one package peanut butter chips
    [*]one package semi-sweet chocolate chips
    [*]16 oz chocolate frosting[/list]

    Preheat oven to 300° Fahrenheit. In a
    large bowl combine flour, sugars, and baking powder. Add peanut
    butter and mix thoroughly (a pastry knife helps). Mix in eggs,
    butter, and vanilla, and beat by hand until smooth. Add in peanut
    butter chips and chocolate chips and mix thoroughly.


    Place mixture in a 9" x 13" baking pan,
    leaving at least 1" to top of pan. Bake for 15 minutes, or until
    edges just begin to turn golden. Do not overcook!


    Remove from oven and allow to cool for 30
    minutes. When cool, spread the chocolate frosting on top. Cut
    into bars. Refrigerate till eaten.


    [u]Alternative topping:[u] Melt four bars of
    semi-sweet baking chocolate in a double boiler and pour over
    cooled peanut butter mixture. Allow chocolate to fully harden
    before cutting.

This week's segment is about the Banisher
badge. Timing can make all the difference when it comes to making
a badge hunt easier or harder, and this time of the year is the
best time for some players to work on getting Banisher. There is
nothing more annoying than a badge hunt that is limited by the
in-game day/night clock. Most of the year, Banished Pantheon
Spirit Masks hide during the daytime, which makes hunting harder
in the most fruitful areas. During the perpetual night of
Halloween, Masks are out all the time, and there's nothing to
slow down a badge hunt.



Outdoor Hunting

General Hint

This badge is for defeating Boss-ranked
foes. If you are the only person around in an area, the game
recognizes this and downgrades the strength of spawns
accordingly. The more people around (teamed or not), the larger
and stronger the spawns. That means more bosses. Whenever you
hunt outdoors, bring a couple friends along. The conditions are
not as rigorous as mission maps, so you don't need a full team of
eight. Just three or four people can increase the rate noticeably
and speed up the hunt. Personal difficulty settings don't
matter.



Heroes

In Dark Astoria, there is perpetual gloom, and Masks can appear
anytime. However there are only a few small areas where they
appear. The best place to find them is the small park in the
Southeast corner of the zone.


On Talos Island, near the Dark Astoria gate and heading down
the highway toward Founder's Falls, the area for Masks to spawn
is much larger. The area around the office buildings and
alongside the highway should be your patrol zone.



Villains

In Sharkhead Isle, Masks were added to the Potter's Field area of
the zone at the same time they were added to Bloody Bay. Both I
and Snow_Globe seem to remember them showing up during daytime,
but it's hard to double check that right now. This is the best
option for villains hunting the badge (see below).


Both sides

Bloody Bay is an option available to both Heroes and Villains.
The Northeast forested area of the map has several locations
where Masks spawn. There are pros and cons to hunting in Bloody
Bay. First, the day/night rules do not apply to Masks in this
zone, so they can appear anytime. Second, the rules of the zone
auto-level everyone to 25, and the Masks spawn at that level.
They will always be a tougher kill than in a regular zone where
you have the option to hunt them once you out-level them.


I recommend that Villains take advantage of this because it
helps then achieve more than one badge. T he level 25-30 contact
Doc Buzzsaw is unlocked by earning the Bling badge. This is
sometimes difficult to manage before getting very close to 30. If
someone level 26+ goes to Bloody Bay with no debt, they will be
auto-exemplared, and everything they defeat will give them 100%
Infamy toward the badge.


You also earn time toward the five-hour time in-zone badge
while hunting, so you're essentially killing three birds with one
stone. As for the risk of PvP, this can be a big con for many.
Just remember three things:

Travel powers make escaping pretty easy.

Bloody Bay is rarely occupied so risk of attack is less.

You will be underneath trees most of the time and very hard to
spot.



Indoor Hunting


Heroes

There are several Magic Contacts with arcs and missions versus
the Banished Pantheon that spawn them in the correct level
range.

[*] Stop both groups of mystic madmen (Spirit Warrior Badge
mission).

[*] Find Suzanne Trent.

Villains

For a long time, there was only one available way to earn this
badge since there were no outdoor spawns of Masks in Villain
accessible zones. The mission from Diviner Maros: Steal the
Scroll of Tielekku was the only source of Banished Pantheon. The
mission owner had to get the mission at level 25, and then
increase their difficulty setting so the default level of mission
spawns was 26+. Then, with a large team, Masks would spawn, and
the mission could be farmed. Needless to say, this was very
tricky to manage.



Final Note


Earning this badge contributes to the Archmage Accolade. It also
grants the additional Avalanche Shaman Gladiator Badge. This is a
lieutenant-ranked Gladiator, and is usually outclassed in most
free-for-all battles dominated with Boss-ranks. However, if you
ever have a match with team guidelines limiting Bosses, this is
definitely one Gladiator to look at. The Earthquake ability can
wreak havoc to the opposing side if they picked a lot of
non-flying foot soldiers.

Time spent: Per month, I would say about 8 hours. I have been playing since I started the SG, which would mean I have spent about 180 hours on editing the base by now.

Favorite item: The large tech SG tables are pretty cool.

Least favorite: Don’t really have a least favorite.

What I like: Adding details to a room is fun.

Dislike: Getting base booted while editing.

Base wishlist: Either NPC characters for the base or being able to place items in doorways or even place active mission doors in the base. Also personal type rooms or an option to have a "hang out" area, like with just a normal couch or a big screen or a pool table—more fun stuff.
Advice: I'd say the best thing to do, first off, would be to place power, then control rooms, then get a workshop, and the rest is pretty easy from there.
Anything else: Project Proteus has worked hard to get a decent base and it helps us a lot. The base system could use a lot more items to make the base appealing to group get-togethers and such.

border="0" align="left">Hi everyone, it's me, Belle! Happy Halloween! I hope
you all have been enjoying the wonderful season and getting lots
of treats and no tricks! I love this time of year. My friend
Katie and I have been going to lots of parties, and I have this
really neat costume that looks like a Headman Swordsman. It looks
so real and scary, I don't wear it outside because I'm afraid a
hero will arrest me! I like to walk up to people and say, "Excuse
me, can you help me? I seem to be Lost." It would probably be a
lot scarier if I could keep from giggling!


Last week, I told everyone that I was going to talk about the
Rikti War Zone this week. Well, I'm a Taxi of my word, so I'm
devoting the rest of this column to it. Let's get to it!


As probably all of your know, the zone came about as it is
today after the original Rikti Invasion of 2002, when one of
their ships crashed into the middle of the White Plains business
district. Fortunately, a lot of people had been evacuated. Until
recently, the zone remained largely empty, with a large number of
Rikti essentially sealed inside, contained by the U.S. military.
Heroes would occasionally venture in to accomplish specific
tasks, and some even used to "surf the shield," as they called
it, riding down the repulsor field almost like a ski slope.


Recently, this all changed dramatically when the Rikti set up
powerful defense pylons and expanded into attacking other parts
of Paragon City. Thank goodness there are so many heroes that are
willing to help defend the city! Fortunately, the time also
marked the return of the Vanguard Omega Team, the one that was
led by Hero 1. The only news I've heard about his fate is wild
allegations that I just can't believe are true. If you want to
help investigate, please talk to Lady Grey.

As you go into the zone, one of the first things that you
should do is to talk to Levantera. She's hard to miss, just walk
out of the base towards the War Zone, and she's in front of the
large Vanguard symbol, dressed in a magnificent purple outfit.
The reason why you want to talk to her as soon as possible after
entering the War Zone is because she is in charge of initiating
heroes into Vanguard operations. Vanguard rewards heroes with
outfits and neat things like temporary abilities, but only after
they've been initiated by her!


There are several things of geographical interest in the War
Zone. The most dangerous ones are the new Rikti pylons that
surround the crashed ship. Please be very careful around these
pylons, they can even see invisible heroes and they do a lot of
damage, enough to either defeat or leave most heroes extremely
vulnerable after just one hit! The pylons show up on your
portable map, but only after you uncover the area first. If you
can fly, I suggest doing an aerial survey so you'll know what to
avoid.


The pylons are numbered one through eighteen. This is
important becasue when groups of heroes go to fight the Rikti on
the ship itself, they have to tear down all of the pylons before
the ship's shields drop. Typically, a leader of these groups call
out the next pylon they will be attacking by its number. If you
hover the pointer on your portable map over one of the pylon
markers, it will show you the number of that pylon.


There are a whole lot of exploration badges. Including the Ace
badge that was there before the increased Rikti activity, there
are a whopping fourteen of them! I won't go into detail where all
of them are because that information can easily be found in other
places. If you do go with a group to fight the Rikti on the
crashed ship, be sure to get the badge that is in the middle of
the ship because it can only be obtained while the shields are
down. And be really careful, the area is usually heavily defended
by Rikti Magi and sometimes even the Rikti Master at Arms
himself!


There are also a lot of plaques in the zone, including one for
heroes that are studying the history of the Freedom Phalanx's
fight with Nemesis in 1945 in order to obtain their Academic
title. That is not the only plaque, though! A lot of heroes don't
know this, but each of the four Vanguard forts in the zone is
marked with a dedication plaque with its name on it. The exact
location of the plaque varies at each fort, so you'll have to
look around a little bit to find it. I've included a picture of
the plaque on the fort at Point du Hoc below. The picture is the
western side of the fort, facing east. Look closely, and you'll
see it in the bottom of the picture on the wall as you go up the
ramp to enter the fort.

Artist Interview


This was an amazing interview with Dark Respite, aka Michelle Travis!


Hey there! You're a new type interview subject
for me *rubs hands together* newww flesh.. I mean... Well, lets
start simple. Whats your name and what do you do?


*laughing* My name is Michelle Travis,
the artist also known as Samuraiko (or Dark Respite on the COH
forums), and I am a creative geek. Author, musician, artist,
gamer, video creator - if it's creative, I do it. But for this
interview, it's all about the videos.






What inspires you to make your videos? How
did you learn to do video editing?


Inspiration? Nine times out of ten,
it's music. I hear something and I think, "Oh, wow, that would so
rock for some-type-of-video-or-another." Like a week or so ago,
while at work, I emailed my husband and said, "I have a video
idea for your Necromancy mastermind (Bloodspeaker - go Mr.
Liberty Rogue Isles!)... and I want to do it to "I'm Your Boogie
Man" by White Zombie." He loved the idea. Of course, now I have
to make it for him...


I learned to edit by trial and error,
but I have pretty good instincts when it comes to editing. I've
loved movies since I was little, and stuff like camera angles,
cinematography, that sort of thing is a little easier for me than
most. And good music helps too - it gives me ideas on things to
try.






What kind of programs do you
use?


Let's see... Way back when, when I
first started, I was using Windows Movie Maker 1.0. Ugh. Now I
use Sony Vegas Platinum Studio for my actual editing, splicing,
all that stuff, which is SOOO much better. FRAPS for video/screen
capture. ImTOO DVD Ripper for grabbing video clips if I'm doing
an anime video or TV video. Adobe PhotoShop when I need to tweak
art or screenshots or something that Vegas can't do. Nero Wave
Editor and Creative Recorder for getting quotes and sound bytes
and stuff (and then editing them as I want). COH's demorecord
feature, of course. And I owe kudos to Zloth on the COH forums
for creating a demo player that really makes my job a lot
easier.






What are some other things you like to do?
Hobbies, etc?


Write! I love to write (I've got three
novels under my belt, working on several more, plus 80+ short
stories). And I do write stories about my COH characters (my
primary character, Johanna Sinclair over on the Triumph server,
has her own website and LiveJournal community, if you can believe
it). I read like there's no tomorrow, and I'm a huge roleplaying
gamer fan (I play and I GM). I love anime, too, which is a good
chunk of what I write about. I'm not very athletic or anything -
I'm the quintessential couch potato, but I can occasionally be
motivated to hit the park with some friends for
Frisbee.






Whats been your most inspirational moment
so far in life? Who is your biggest inspiration?


Wow, tough question... um... This is
going to sound so silly, and even I can't believe I'm saying
this. But my writing and my videos both started when I first
started watching DRAGONBALL Z. Go ahead and laugh, everyone else
does. But DBZ really kickstarted it all. I liked the series so
much I wrote a book for it. Then to 'promote' the book, I made my
first video. The rest is history.


Who is my biggest inspiration? There
are just so many people I admire, or whose work I respect. I
couldn't even begin to list them. But in a way, I'm inspired when
someone - anyone - says, "I found your work and I loved it and
now I Want to try something like this, too." Things like that
make me want to make my work even better.






What are some other related goals you have
set for yourself?


The big one right now is National
Novel Writing Month in November. I have to write a 50,000 word
novel in 30 days. The length is not the problem - the problem is
the deadline. But I WILL finish this year!


The other is a rather ambitious COH
video project I've come up with in collaboration with a friend of
mine. I was working on it earlier tonight, and I laugh every time
I watch it.


And I want to get a character to level
50!!!






Weirdest thing anyone has ever said about
the videos you make?


Someone once asked me what drugs I was
on, and could they have some...


Weird for me at least, but I've now
had about two dozen people ask me if I work for Cryptic. (The
answer, by the way, is "no.")


And I always think it's weird when I
make a video, and 40 people review it and think it's great, and
then one person comes on and watches it and goes, "I don't get
it." What's not to get? I'm not trying to be David Lynch
here...









Would you consider making videos for other
people on a commission-type basis?


Absolutely. I'm doing two right now
for two different supergroups I belong to, real fast 30-second
commercials (like those Army or Air Force commercials you see on
TV). And like I mentioned before, I enjoy doing videos for
character profiles. It can be labour-intensive, but man, the
coolness factor alone is worth it (at least for me).






What video are you most proud of so
far?


COH-wise, my Rikti Invasion/I-10
video. I worked my tail off on it, and boy does it show. Every
time I watch it, I still get that totally hyped up feeling I got
from my very first Rikti invasion. And I LOVE getting emails
about how I creeped out people at the end! (It was also a big
kick getting PMs and /tells and stuff from folks who ended up in
the video and couldn't wait to tell their friends.)


Non-COH, that'd be tough... I did a
trailer for SAMURAI 7 (my all-time favorite anime) that although
it's a bit rougher than my later work (because I was using
Windows Movie Maker, never again...), it really captured the feel
of the show. I still get emails about it, how S7 fans use it to
get their friends into the series.






Do you have any hidden talents? Secret
agendas?


My greatest hidden talent is
not-so-hidden: I make to-die-for brownies. I kid you not. These
things are the cure to PMS, broken hearts, jet lag, you name it.
And no, I will NEVER, EVER share the recipe. That secret will go
with me to my grave.


My secret agenda is that one day, I
will make a video that is just so UNBEARABLY cool that the
powers-that-be for whoever is in charge of that video's original
source (be it Cryptic for COH, Gonzo for SAMURAI 7, J Michael
Straczynski for BABYLON 5, whatever) will call me and offer me a
job.






What do you listen to when you are editing
stuff?


When I do a video, I usually have four
or five music selections that I work with before I finally select
one. So I'll listen to those over and over, getting them inside
my head and around the video. For example, when I did the I-10
Rikti Invasion video, before settling on the BLUE GENDER
compilation that was used in the final version, I was listening
to Christopher Field's "Gothic Power," "Carmina Burana," anything
by Hans Zimmer, James Dooley's "Trinity"... I listen to some
really obscure stuff.






Best advice you can give people who decide
to do any kind of editing/art ventures/etc?


Like the old joke of the little boy
asking the old man how to get to Carnegie Hall... "Practice,
practice, practice." I made my first video... wow, four years
ago, and I'm STILL editing that one as I improve. And don't be
afraid to experiment - even if you're good at the way you do
things now, take a wander out to left field just to broaden your
mind. Even if you think the stuff you produce is lousy, be glad
you're brave enough to produce! Most people never even get that
far.

Edition 24 of "The City Scoop!" a publication for Supers by Supers!
