Special Event: Halloween (October 22 - November 4)


In anticipation for the Halloween Event, I thought I would prepare all the Trick-or-Treaters a little badge treat. There are times in the "City of" universe that are just special, and the Halloween Event is one of the best of these times. It first appeared in 2004, skipped 2005, and reappeared in 2006. We already know that this year's event will be bigger than last year.


What is so special about the event?







Well, for one thing, it marks a few weeks of endless nighttime. This means that critters that only come out at night are easier to get. Council Vampyri are plentiful in Striga, and can be found on the rooftops in Nerva. Circle of Thorns magi can be found at ground level in Kings Row. Banished Pantheon's Spirit Masks can be found all the time between the Dark Astoria and Founders' Falls gate. Vahzilok will be more plentiful in Faultline, which is useful for the Numina's Task Force and Grave Robber badge.



The exception is Caleb, the Circle of Thorns spectral demon giant monster in Nerva. He appears to be on the same time schedule, so you will have to kill the Nerva Spectral Demons and pay attention to in-game time.



Of course, people will be banging on doors, expecting candy. They might get tier 3 inspirations, a rock, one of a number of costumes, event salvage that can combine to get an additional costume slot, or they might be attacked. Being attacked is a good thing though, as several badges are available to those who defeat the monsters.







What badges are available?



New for this year:


Clothes horse - 10 costumes


Fashionable badge - 25 costumes


Ostentatious - 50 costumes



When you get a costume drop, it will increase your count for these badges. If the game selects a costume that has already been given to a character, the game will not tell you. It will still count, though. Each costume is available for thirteen days.



These costume drops range from Banished Pantheons to Council to Freakshow to Warriors. Thirty-three costumes in all.

Base Showcase








This week, we visit The Arcanum Supergroup.



When established:



We established in 2003 but went dormant for a year. There were still people there, but we were active in a different SG.



Base cost:



I can't even imagine - probably around 10 mil. I'm not sure. We play a lot and do our thing, but have never taken to farming or anything like the bigger SGs yet, so we are fairly medium sized.



Members:



It changes a lot, but we fill up faster than I can recruit often. We have another SG with a base and stuff for alts when these times come. Otherwise, we are alt friendly.



Favorite base features:



Definitely our TP room. I actually helped organize it a bit, so it's my personal favorite, but Peco and Skull Slasher1 design our base; one doing decorations, the other doing the more mechanical work. I've seen many interesting designs. Another favorite of mine is the Office made by Peco.



As far as what we have in the base, we have 16 or so beacons, and basically, the room gets you anywhere. We have a med bay, and inspiration storage that we keep stocked. We used to have five enhancements tables sorted by origin type, but WW made that a fairly moot point. We also have the invention tables. I don't think we are missing much.



Least favorite area:



Usually what I tried my hands on early on, like me adding a water faucet that was located about six feet up a wall. Luckily, base designers slap my hands and fix these things.



Advice to other Base Builders:



Have a team! It's hard work, and it's always best with collaborative ideas. Fortunately, we argue very little due to the length of time we have known each other, but we know who does what and hold respect for that. It's a system that works well for us but there is always compromise.



Anything else to add about the SG:



Not a lot. We're a fairly fun-loving group. We might come off weird to some because we act crazy, but when you are in a pinch, those nut-jobs come running.

The City Traveler





Hi everyone! It's me, Belle! Wow, being a Taxibot, I'm used to traveling to new and exciting places, but lately, I've been going with heroes to a really neat place called the Shadow Shard. I thought that I would talk about it a little bit this week, and maybe give you some hints to help you get around out there.



Some of you might be thinking, "But Belle, I've never been to the Shadow Shard." Actually, you might have and just didn't know it! The Shadow Shard is where DJ Zero has set up his new club, Pocket D, so if you've ever been there, you've seen the Shard already. If you haven't been to Pocket D yet, you definitely need to go sometime. There are entrances to it located in Kings Row, Faultline, Talos Island, and even Founders' Falls, and they are marked on the portable map of the city. Unfortunately, even though I've asked him repeatedly to revoke this policy, DJ Zero allows villains to enter as well from Port Oakes, Sharkhead Isle, and St. Martial.



Last year around the holiday season, DJ Zero even hired a bunch of ice controllers to create a little snow-covered island where heroes and villains could hang out and relax without worrying about fighting. Like I said, I'm not too fond of villains, but I do hope he opens the island up again this year!




The other way to get to the Shadow Shard is through one of Portal Corporation's interdimensional portals. Their Research Group Delta maintains a permanent portal to the Shadow Shard that the Alien Expeditionary Force uses to travel back and forth between Paragon City and their established base there called Firebase Zulu. If you want to go, it's in Portal Corporation's 111 building in Peregrine Island, the one in the back of the complex. Just turn right after taking the elevator down, and it will lead you right to the portal! Because the area is still considered rather dangerous, the AEF is restricting access to the Shadow Shard by this portal to heroes that are at least security level 40.



Once there, talk to General Hammond. He should point you to Sergeant Goddard, who will tell you about how to use the gravity geysers to get around. Honestly, most heroes I know either teleport around or fly from island to island in the Shard. However, if you do want to use the gravity geysers to get around, please keep a couple of things in mind:





  • Don’t have any super travel powers activated when using the geysers, or the results will be unpredictable. You might under- or overshoot your destination!





  • Zoom in on your portable map to see the gravity geyser locations (marked with little green circles). Their travel paths are marked with faint green lines. That will help you see where you're going!

    If you do a lot of travelling around in the Shadow Shard, you'll quickly find out that Portal Corporation has set up several portals for the AEF to travel to remote reaches of the Shard. They're located in the northeast of island you first arrive on. There's one each for the Cascade Archipelago, the Chantry, and the Storm Palace. Using them is pretty straight-forward. Just walk through them. You'll come out right next to a Hortha vine, a type of wormhole that leads to other zones. The thing is, a lot of heroes don't realize that they can take the portals back to Firebase Zulu. Look for a small blue spiral energy field near the Hortha vine entrance, and that will take you back.




The return portal in the Cascades is around sixty yards northwest of the vine to Firebase Zulu, the one in the Chantry is forty-five feet south of the vine to the Cascades, and the one in the Storm Palace is thirty-five feet northeast of the vine to the Chantry. I've included a picture of one of the portals. It's the little blue energy field to the left of the Hortha vine.




As Sergeant Goddard explains, if you fall off the islands in the Shadow Shard, you will be teleported back to solid ground. As it turns out, the solid ground will be right next to the Hortha vine entrance to the zone. This makes getting around the zones really easy! If you're in the Chantry, for example, and need to get to the Storm Palace, it is probably easier to fall off an island than try to get to the Hortha vine on the other end of the zone. Just jump off, take the portal back to Firebase Zulu, and then take the Storm Palace portal. A well-planned trip can save a lot of time in the Shard.



Last week, I said that I was going to talk a little bit about zones that have lost their names over time. This week, I want to talk about one of my favorite zones, the zone that I have teleported more heroes in than any other: The Hollows.



Before the Trolls set off their bombs underground, the zone used to be known as Eastgate. The eastern part of the zone, Eastgate Heights, was a popular residential area of people who wanted to live close to Atlas Park without all of the hustle and bustle of city life. The southern part of the zone has the beautiful Red River, which opens in to what was one of Paragon City's main water supplies, Eastgate Bay. In fact, the northern part of the zone, Cherry Hills, is the old water plant that quenched the thirst of heroes from the old days of the first Freedom Phalanx until the Rikti War.



Aside from the names of the neighborhoods within Eastgate, the name is still carried on the plaques at the entrances to the zone in Atlas Park and Skyway City.

Lady K vs Jenna Seidel



It's been two years since the biggest breakout in the history of the Ziggurat Correctional Facility. Around the same time, the mysterious DJ Zero closed the famous Paragon Dance Club, expanding this pocket dimension to include the Etoil Isles, and, eventually a Swiss ski chalet, a tiki bar, an arena, a Monkey Fight Club, and two editions of The Vault Reserve. Who is this DJ Zero? What is "Pocket D?" Most importantly, what kind of food is available?




Super Secret Diner: Pocket D, Blue side.

Whether you enter the lobby of Pocket D from Kings Row, Faultline, Founders' Falls or Talos Island, you are greeted by friendly host who either welcomes you or warns you about the dangers beyond the other doors. One short elevator ride takes you to the famous glass floor club where the influential and the infamous can rub elbows with each other and the common folk. Recently, "The Blue Side," called that because of the blue neon, has become host to a beautiful new arena facility within a very strange villainous tradition: the Rikti Monkey Fight Club (MFC). Before, the Blue Side was most noted for being a hangout for the fully corporeal War Witch. Many heroes and villains would go up to the second floor balcony to chat with the recently diseased hero, getting her take on life, the universe and everything in between. As food goes, other than the typical bar grub, fried food and burger sliders, the Blue Side is rather tame. However, I always caution anyone from eating in the MFC because it seems like the Rikti monkeys are kept in that venue's kitchen. So unless you are a Regen, an Invuln, or have a friend who's an Emp or a Rad, I would not eat there.

Recipe of the Week


This was left on the bulletin board of the City Scoop break room. The note said, "Lady K, a recipe to use whenever." No name, no nothing, but the hand writing looks a lot like
/em Smack's creator's.



  • bowl of leftover prepared macaroni and cheese - refrigerated at least overnight (do not use the powdered cheese type)


  • 1 cup all-purpose flour


  • 1 teaspoon cayenne pepper


  • 1/2 teaspoon salt


  • 1 teaspoon pepper


  • 1 egg, beaten


  • 2 tablespoons water


  • 1 cup breadcrumbs, preferably Japanese panko


  • oil (for deep frying)

    Cut the refrigerated macaroni and cheese into bite squares. Season the flour with cayenne, salt, and pepper. Dredge each piece through the flour mixture and gently tap off extra. Mix egg and water. Dip in the egg wash and then coat with the bread crumbs. Allow them to rest for 5 minutes so the crust can set. Very carefully drop into the oil and fry until golden brown. Drain on paper towels for a few minutes or place on a rack with a cookie sheet underneath.


    Serve.


    (This is really fatty, but soooo tasty! if you get the velveeta/kraft mac and cheese with the already gooey cheese, its really creamy inside of a bready-type crust.)

Hamidon Goo


This is a quick and easy punch recipe. You can also make these by the glass.


1/2 Gallon of lime sherbet



  • 2 2L bottles of lemon/lime soda


  • 1 lb of frozen "round" fruits: melon balls, grapes, apple balls, berries

    In a large bowl, empty out all of the sherbet. Pour in all of the soda. Add fruit about 1/4 pounds at a time to keep the punch cold. As a single serving, build like a typical float








Quick Monkey bread


This fun, interactive sweet snack that makes everyone go, ooh ooh aah aah!


Version #1



  • 1 tube of biscuit dough


  • 1 stick of butter melted


  • 1/4 cup of white sugar


  • 2 tablespoons of cinnamon

    Preheat your oven to 350 deg. F. Roll the biscuits into balls. Mix the cinnamon and sugar. Dip the dough balls into the melted butter, and then into the cinnamon and sugar. In a bread pan, an 8 inch diameter cake or pie tin or an 8x8 square pan, haphazardly arrange the dipped balls. Bake according to the biscuit directions. Allow to cool for 15 minutes before serving.

Rogue Isles Repast: Pocket D, Red Side.


Haha! "Don't eat in the MFC or you'll get monkey flu." Oh, I'm so scared! Greetings villains and vigilantes, it's Jenna again, welcoming you to the Red Side of Pocket D. Some folks may be content to sip "gerbil" tea with Clarissa. Frankly, this is where all the action is. Red Side has the two real "venues" in Pocket D: the Ski Chalet and the Tiki Lounge. The Ski lodge is only open twice a year, during the winter holidays and whenever some big wig decides to pressure, er, ask DJ Zero to open it up. The rumor is that the lodge is the place where the infamous "Backalley Blackout" was invented. The Brawler was looking for the biggest kick he could find, so the upstairs bartender poured everything from the spill mat into a pitcher and handed it over. The Big Man himself said that it's not the most consistent of drinks, "...but, it is the most bang for the buck." If hard drinks aren't your style, try the sippin' chocolate. It's to normal hot chocolate what Ghost Widow is to some noob straight off the flyer from the Zig, killer. If you were lucky enough to get a Pocket D VIP pass, like me, you can get into the super exclusive Tiki Lounge. Where else can you be served by Banished Pantheon husks and watch a Death Shaman perform traditional rituals to techno music?

Submission Guidelines



The City Scoop's objective is to build a healthy gamer community by giving fair, balanced coverage of real game-related events, by players for players.





  • We would prefer that you submitted articles of a factual nature, such as an in-game event, and that you cover all sides of your story fairly.





  • If you wish to submit an opinion piece, we would prefer that you post your article on the regular forums. If a healthy discussion begins, send us the thread link and we'll direct readers to it.





  • Proofread and edit your article well before submitting it. We have a copy editor on staff, but proofreading and editing your own article will make the publication process smoother and faster.





  • Our deadline for stories is the Wednesday prior to publication. Entries after Wednesday might not make it into Friday's edition. Earlier is better, of course.





  • We encourage you to provide a link to any screenshots that accompany your article, but we can't promise to use them.





  • Try to submit articles between 400 and 1000 words. If you have a longer submission, send us the first part and provide a link to the rest.





  • We reserve the right to edit all submissions for length, clarity, or factual error. We also reserve the right to reject your submission.





  • Since we post the City Scoop on NCsoft's forums, your story must comply with the message board rules and guidelines. Forum moderators, including Ex Libris and Lighthouse, have the right to edit anything in the City Scoop (like if it violates forum rules).

Edition 23 of "The City Scoop” a publication for Supers by Supers!

Another juicy edition of “The City Scoop!” I look forward to every Friday to see what is new from our newsroom. /Em Smack made me laugh so hard I started coughing, and with all the germs around lately that wasn’t such a great thing.
