Technically, the tint on the paper is pretty darn faint. Unfortunately because the watercolor paper is on a block, it's turning it to a sort of ochre color. It's more of a muted butter yellow. Once the background is set in, you'll see how it works. The paper's color becomes your brightest brights. It's why it takes such a long while to layer the paint over and over

(minor quibble, the Filipino flag is the only flag that changes during times of war. At peace, the blue section is placed above the red section. During war, the red is placed on top of the blue.)
(*flail* Well you never told me anything about that.... I went with the Filipino flag I found online :/ Might be able to fix it with gouache...)
