It's drawn with the tablet.. But why am I saying that? That makes no difference, I ink it on the comp anyway.... 
The way his mouth is shaped looks funny. Not as in "you suck at drawing" funny, but as in "lol, thats funny" funny. You feels meh?
I know, that's not a serious way of drawing mouths. It's a little cartoony way. Like in a funny moment, you can warp the drawing a little but cuz it looks funny. It's in anime/manga all the time, like the eyes will become little circles, the mouth will become huge... etc lol
