I say #2. Especially if you set it during the Rikti War.

So far 2 looks good.
I've got a few ways to mess with it to make it more interesting.

I've got a number of characters that fought in the Rikti war...
1) Some whacked out kill the alien onslaught thing
2) Heroes and Villains vs. Rikti
3) Heroes and Villains on vacation
Interesting adventure opportunities. Besides that, they'd all (accidently) bring each others' enemies down on their heads, which might be funny.
4) An alternate dimension where Villains ahve taken over Paragon City
Well you get the idea. I'm trying to see what if any of my RP ideas are worth making a forum over.
