How Contacts Work (or, "Getting Specific Mission")
So, I guess I haven't read the forums in nearly 3 months.
Talk to all your contacts and anyone they introduce you to. When none of your contacts will introduce you further, do a mission for your highest-tiered contact(s), and they'll start introducing you to more people until you're back on track.

The Tsoo Coop is given out by the Mutation origin contacts (Hinkley Rasmussen, Manuel Ruiz, Tyler French, or Dennis Ewell). I have Amanda Loomis for a mutation contact, but she doesn't give that mission, and therefore I cannot get the Tsoo Coop ever with this character.

Amanda Loomis DOES hand out the Tsoo coup, at least I believe so since one of my characters has Loomis in her contact list and the Dagger as a souvenir. Thus it's my belief that all contacts of a certain origin share their missions.

I just checked three of my characters on Live, and all had their Tier 5 contacts maxxed out, but none of them had been introduced to more Tier 5 contacts. (i.e. All three of them have only three Tier 5 contacts, despite having maxxed out those three.). Can anyone confirm akars' findings?

I've never had a character (out of probably 30 or so that I've alted, played, and deleted or re-made) who did not get 5 Tier5 contacts.
When I read the bit about only getting 3, my first thought was "What drugs is this guy on?".

Thus why you should always permadebt yourself from 5-9.
BTW, 9 is when you get your "Tier 10" contacts. Some of them will even give missions at level 9 (A recent character of mine did the entire Vahz Pollutant Plot story arc and go the water ID badge souvenier before hitting level 10), but many will force you to wait until 10. This is also true at 14, 19, etc.

Specific contacts give specific story arc missions, and it is entirely possible to get all of your contacts at a particular tier (usually you get a max of 5 contacts per tier) and miss one of the arc (for instance, "The Rise of the Vampyri" is given out only by Jose Escalante or Merisel Valenzuela, and if you end up with neither of these contacts you will never get that particular story arc)

This is completely false. All characters (except non-Kheldians, who cannot access Kheldian arcs) have identical access to all arcs. You are NEVER prohibited from an arc based on your contacts, only by your choice to not do the missions.

There are limited numbers of arcs...in the 9-19 range, there are only 3 arcs per Tier, but 5 contacts. That leaves 40% of all contacts not giving you an arc.

I've found that quite frequently, contact origin has F-all to do with what missions you get. A recent character hit level 14, and all 5 contacts were in skyway (wierd...), I got vahz missions from 4 different ones. I got clock missions from 3 different ones. None of those missions were "Talk to the security chief" types. Many times in the past I've been refered to a contact who I'm told deals with X faction, only to find that they give absolutely no missions dealing with that faction.

I'm kind of annoyed and depressed that I missed out on so much content now...I was more focused on levelling up than mining out my contacts. As a level 17 mutation origin, what can I do to mine out all my lower contacts to get all the contacts possible? There are a few contacts (Zucco) who won't give me missions now, but can I go to Daniels, Schnabel, or must I be tech/natural to get them to give me missions? I'm at Paul Garnier right now, and he's now giving me some clockwork/outcast missions.

Another important thing I have learned, related to the comment (somewhere) about not having more than 2 story arcs open:
If you already have 2 (or is it 3???) story arcs open, you can go talk to other contacts, but they will not give you their REAL story arcs. They give an alternate set of missions. I'm not sure if this is consistent or not, or if there is any rhyme or reason to it.
I didn't know about the "jammed" story arc thing until recently, and had to go do a bunch of level 14 and 19 content at 39, before finally getting the "real" arcs from the 35-40 contacts.

For the people that leveled new toons through the WL event which caused most to lose all contacts startin out, is there something we can do to get those old contacts/missons back?
