I totally understand the aim and goal behind what your after with the level cap, just think it's an inadequate way to attain the goal

The only way I can think of is an SG where one person has the command decision to remove those that are powerlevel-hungry-dont-roleplay-but-think-its-cool-to-act-like-they-are ... kinda people

I can't think of any real defining characteristic that could be used to form a basis of requirement

Yes, I was thinking about that. To let everyone join, but with a "If you can't be a persistant role-player, be prepared to feel the butt-kicking boot of Wraith".

But than the next step would be:
Who should have that boot? The community? One man? If one man, how should he be chosen? A vote? And if a one time vote or a monthly vote?

With those above things, I would vote for one man, voted in by the community once a month. A man, the rest of the community can go too, and say that they have noticed that x-player maybe not belong in this community.

I used to support ApollosWill] on the level cap, but since my last post, I don't. Getting carried away into doing missions and hunting street gangs should be a perk of the game, not a deterant, so with the right storyline excues (and Lord knows, I have MANY of those) that should turn into a fun-built experience. We have a game set up already with built in game mechanics, so let's try to work with those, rather than against it. Even more so, characters of vastly superiour level could be treated like legendary heroes, bearing wisdom and great power - not cast out for playing too much. And since XP will not be a focal point, we can have a legendary hero (read: 20+ levels higher) help a group of young heroes out, much like when Cable went back in time to help the X-Men.

In short, I think the lack of a level cap will actually make the RP aspect of the game even MORE fun. And those that really want to role-play will be expected to put the story before the levels. You can't assume they don't have enogh self-control to resist powerleveling and use that as an excuse for a level cap. If I were you, I'd assume they do, since we're looking for volunteers. And if they turn out to be not as eager when time passes, I'm confident that they will leave on their own.

I think that would work Apollos, as long as someone can be exempt from being that person

Did my stint as a monarch in Asheron's Call 1, built up a 5k member non-xp allegiance. After that, I'm pretty much a player having fun, trying to avoid leadership positions

But from my experience one person making the choice is alot better then a council or something as that begins to form "politics".

Perhaps the best role-player of the month or something, would be the one.
