I have just setup a new character on the Justice server and I hope to find other RP'ers on there but no such luck yet.

Virtue is actually the unofficial RP server, but word on the street is that there are good RPers on every server. I'd start by looking for RP heavy supergroups -- those are usually a good place to find RPers.
