It depends on the toon, but I've exempted all the way down to lvl2 many times (sewer runs). I prob. wouldn't do it on my Ill/storm though, since that toon was hell before lvl20. However on blaster and emp, the lower lvl powers are actually quite useful and fun.
It's funny though, sometimes when I'll join lowbie groups on my 50, people are sometimes reluctant to exemp me. I have to ask them several times. In those cases, I guess it's a case of reverse snobbery? -
They often occur randomly. The best time to form one is around 9-10pm est. Mike Monkey's been forming em every monday around 9pm est. if you're looking for a more regular time. Everytime i need the badges I just form them myself. If you start during a high populated time, people usually show up.

I'm a beginner (6 mo vet) and I started out on Triumph. There's not a ton of us newbs, but we're there. I lagged too much on freedum and didn't find anyone cool or awsum on the other low pop servers. The cool/awesum ratio on Triumph just happens to be a lot higher than other places.

I've run more low lvl tfs and sewer runs AFTER i hit 50 than before. I like helping folks out, particularly in atlas, in a noninvasive way (play mostly defenders with helper-friendly powers).
There have been times when I psted a 50 to join a katie or manti tf and got the "why are you buggin me? I'm a 50" response. then i make the little note: "current n00b status: very high" and move on.
one reason i stay wiht the game is i meet 20 cool people for every n00b. So lvl50 snobbery has not been a common occurrence for me. -

We have a number of hard-core players on the server who rarely post on the forums but are nearly 24-7 ingame (thank you leo). If you subscribe to our server channel, you'll see them spamming silly things all night.
