Having the same problem on my 50 fire/rad cor. I 've ran a couple of dozen missions over the last week and LR slows nothing (yes I know LR is resisted by wolves etc). Slotted 3acc 3rch there is no run speed difference between the mobs hit and the ones missed.
LR's slow effect works great on my 2 rad trollers. After getting my cor over to the blue side LR would still not slow for my cor, however the rad troller I was teamed with had no trouble slowing mobs with LR. The bug seems to be a cor thing.
Bug report filed. Hope its fixed soon.
